Somalia Has Become a Safe Haven for Terrorists in East Africa, U.S. General Says

 

ADDIS ABABA, Ethiopia May 13, 2005 — Somalia is a safe haven for terrorists in East Africa and the government-in-exile is needed to restore law and order to the Horn of Africa nation, the commander of a U.S. counterterrorism task force told The Associated Press on Friday.

 

U.S. Marine Maj. Gen. Samuel Helland, the commander of the Combined Joint Task Force-Horn of Africa, said in an interview from his headquarters in Djibouti that U.S. troops were working with Somalia's neighbors to improve their border security since U.S. pressure on the al-Qaida terrorist group in Pakistan and Afghanistan may force some members to seek refuge in East Africa.

 

"Somalia is a safe haven, it is ungoverned space," Helland said. "We, the international community, have to do something to take away that safe haven."

 

He said that it was imperative that the government-in-exile successfully asserts itself inside Somalia and introduces law and order. Somalia's government has been based in neighboring Kenya since it was formed in 2004 because the capital, Mogadishu, is considered unsafe.

 

On Thursday, the African Union authorized the deployment of 1,700 peacekeepers to Somalia to help secure the transitional government as it heads home. The Ugandan and Sudanese troops will be deployed in the towns of Baidoa and Jowhar, where the government will operate temporarily, according to the AU's Said Djinnit.

 

Somalia has been without a central government since clan-based warlords overthrew dictator Mohamed Siad Barre in 1991. Warlords then turned on each other, plunging the Horn of Africa nation of 7 million into anarchy.

 

The government is opposed by Islamic extremists and some of the dozens of warlords in the country.

 

Ethiopian Prime Minister Meles Zenawi told the AP on Thursday that an al-Qaida terror cell was "very active" in Mogadishu, but that a Somali government was the best bet for dealing with the problem.

 

Helland spoke to the AP as he prepared to end his one-year command of the task force.

 

The Combined Joint Task Force-Horn of Africa, set up in Djibouti in 2002, is responsible for fighting terrorism in nine countries around the Horn of Africa: Djibouti, Eritrea, Ethiopia, Sudan, Kenya, Tanzania, Uganda and Somalia in Africa and Yemen on the southwestern corner of the Arabian Peninsula.

Some claim that the warlord/ministers will bring security, one month on and they have collected 17-20 old technicals, no compromise even between themselves on who should lead and what structure to take, also not one road block moved.

The EU and US will prop up a new Somali Karzaai. He is already being groomed in DC circles. This is in the making folks!. I know this guy and his group. He is much better than the lame ducks we are accustomed to so far. Then, after Somali clans show a peaceful co-existance in the south, there will be a talk of re-union and federalism between the south and the north.

Forget about Xoogsade, do you think CY should immediately go to Mogadishu (I mean you do agree that reer Mogadishu would welcome the government do't you)? Why doesn’t good old adder CY just stop this game of his and get to the capital then? What is stopping him?

^^^ Rahima, going to Mogadishu has never been the issue for me. The PM has gone , Sharif Xasan has been there twice. The big guns are all there as well as some MP's. What have they done in that time???

 

Abdiqasin was there before, so was General Aydeed and Ali Mahdi. The issue here is to relocate following the plan set out by the PM. When that happens real tangible change will occur. This silly game of making Mogadishu the centre of every issue is past boring, its yesterdays news. The governemnt will relocate onsha Allah according to plan and not because of pressure from Qaynyare, Ato and others...
