Subject: The Galgala Crisis in Somalia’s Puntland Regional State

 

 

We, the Traditional Elders, Intellectuals, Community Activists of the Warsangheli clan of Haylaan and Western Bari Region of Puntland, in an extraordinary meeting on Thursday, July 29, 2010, held in Dhahar, the regional capital, wish to convey and share the following with the leadership of Puntland Administration and with all the brotherly and sisterly people of Puntland Regional State, both at home and in the Diasporas;

 

 

1. We strongly condemn any actions, irrespective of its source, that jeopardizes the Peace and Stability of Puntland Regional State;

 

 

2. We will in the next few days send to Galagala and Karin, the site of the January 26, 2010 armed confrontation, a Peace and Fact Finding Delegation consisting of Community Elders and Conflict Resolution Experts;

 

 

3. Since the July 26, 2010’s violence took place in our region, on behalf of we request from all parties to the Galgala conflict to refrain from further armed confrontation and wait for the outcome of our Peace and Fact Finding Mission to the armed group in the Galgala Hills. We will report back our findings, which will either be genuine peace overture or a declaration of war against Puntland by the armed group in the Galgala Hills.

 

 

4. Towards facilitating a peaceful end to this unfortunate conflict, we request that the Puntland Administration immediately lift the clamp down on Galgala and the neighbouring villages outside Boosaaso;

 

 

5. Finally, we respectfully but strongly disagree with President Abdirahaman Faroole his recent statement that the Clans in Puntland raise arms against the armed group in Galgala. We see this as dangerous and inflammatory words which will create mistrust among Puntlanders, complicate our search for peaceful

 

 

end to this conflict, and above all undermine the legitimacy of Puntland Administration.
