If the news is about a new base, there are a number of regions (Waqooyi Galbeed, Bari, iwm) whose secular leaders are more than willing to welcome America and its bases. However, this news is merely a PR stunt, as opening bases means very little. They have many bases in Iraq and Afghanistan; what effect does it has on the insurgencies of those countries?
