Every minister must set out achievable goals to be met before the completion of the transition. 3. Your top priority should be strengthening the national institutions the armed forces, the police and setting up the foundation of the civil service. 4. Seek to relay a clear vision to the Somali people, on why the Federal government their only national institution must survive. 5. Set a clear path for the illustrious reconciliation and make it home grown affair. You have come in a difficult time, insha Allah you will prevail.
