Few weeks I posted an article that dealt with the continuation of the parliament in Baidoa being threatened. It was being threatened because of this matter. Even know, word is, that freelance militiamen from Galgadud to Kismayo to Gedo are raising enough ruckus to be allowed to go to Baidoa to "deal" with the interference of the speaker of the Parliament in clan affairs. The situation has become so tense that recently Barre Hiiraale has warned any militiaman that leaves Kismayo towards Baidoa because of this specific situation will be hunted and accounted for with death for disobeying. Also, of the fourteen combined ministers and parliamentarians of that young man's constituency and who are in Baidoa have recently promised to leave Baidoa because of "meddling" by the parliamentary speaker. It was only after Abdulahi Yusuf and Ghedi immediately visited them and reassured them of their right that they chose to stay.

 

Why all of this?

 

The whole affair has to do with contention of the deceased Gen Mohamed Hashi Gaani's former parliamentary seat. Whilst the government was divided into Jowhar/Mogadishu factions, both of the men contending the seat were sworn in by the other faction. Abdiwahid Elmi Goonjeex was sworn in by the speaker of the parliament and in Mogadishu, whilst Sharmake Mohamed Hashi Gaani was sworn in by the deputy speaker of parliament in Jowhar, with the support of the president and prime minister.

 

Recently, when the two sides joined together, both men, to the surprise of the other, claimed the empty seat. Immediately, the speaker of the parliament entered the situation and asserted the seat belonged to Cabdiwahid. The other members of that consituency in the parliament venue were outraged and the situation become volatile. One of Abdulahi Yusuf's spokesmen, who happened to be Shermake's uncle and the maternal brother of Gen Gaani, even threatened to kill the parliament speaker on the spot. Before the situation excerbate, Abdulahi Yusuf stepped in and told the constituency members that all they need was confirmation from traditional leaders that Shermake was the rightful MP and that he would personally step in to overrule the speaker of the parliament. Immediately, traditional heads in Cabudwaq were contacted and uttered support for the son of Gen Gaani while at the same time refuting Abdiwahid's claim to the seat.

 

When the Sharif again refused Shermake's contention and swore in Cabdiwahid, Abdullahi Yusuf personally told Sharif to stop interfering in people's affairs. Abdulahi Yusuf's spokesman went so far as to say the speaker of the parliament had no idea what his job description entialed. The Sharif felt cornered and himself underattack and the president was accused of being tribalistic. The Sharif excused himself by saying he would double check the credentials of the traditional heads, but flew out instead. When Shermake tried to enter the venue, as the object of that picture, the parliamentary guards refused him entrance and pointed firearms at him.

 

In my last look at the situation, Mohamud Sayid Adden (minister of national assets and procurement and controller of the largest single militia in Gedo) and militiamen from as far away as Cabudwaq and Kismayo were threatening the venue.

 

What is in it for the speaker of the parliament to continue meddling?

In my last look at the situation, Mohamud Sayid Adden (minister of national assets and procurement and controller of the largest single militia in Gedo) and militiamen from as far away as Cabudwaq and Kismayo were threatening the venue.

When the speaker of the parliament swore Abdiwahid Elmi Goonjeeh in Mogadishu, it was with the credentials of the powerbrokers (including Mohamoud Sayid) of that consituency but without the consent of the Guurti of Cabudwaq.

 

When the deputy speaker of parliament swore Sharmake Gaani, it was with the credentials of those issims based in Cabudwaq.

 

When the both men claimed the seat in the unification of the parliament, the Guurti gave support to Shermake and refuted Abdiwahid's contention. As a result, Mohamoud Sayid and all the other ministers/parliamentarians rescinded earlier signitures in support of Abdiwahid and instead acknowledged the final say of the issims. It was after the speaker of the parliament still did not acknowledge the final say of the issims of Cabudwaq that the consituency as well as Abdulahi Yusuf/Ghedi stepped in.
