Good on galkacyo for estabalishing the new council and mayor roles. It is positive move and this needs to be reproduced in all of the districts of puntland.

 

There always needed to be reform at the local level not just in mudug but all the regions.

 

We can't have incompetent no hopers at the city level and bright % educated at the top level!!! there needs to be a level of consistency.

Somalia: Puntland president appoints police chief, Mudug governor

GALKAYO, Somalia Sep 3 (Garowe Online) - The president of Somalia's Puntland State government has formally appointed a number of officials to key positions, including the state's chief of police, Radio Garowe reports.

 

Dr. Abdirahman Mohamed "Farole," the president of Puntland, issued an executive decree Wednesday appointing the new officials.

 

The decree was presented to the media by Mr. Mohamed Farah Gashan, Puntland's state minister for good governance.

 

Thursday's press conference was held at Taar City Hotel in Galkayo, the provincial capital of Mudug region and Puntland's southernmost town connecting it to the central regions of Somalia.

 

Mr. Ahmed Ali "Afey" was appointed Puntland's new police commander. Col. Muse "Jografi" Ahmed died last month in Garowe, the capital of Puntland State.

 

Further, Col. Ahmed Ali Salad was appointed as the new governor of Mudug region.

 

Mr. Salad is the former mayor of Galkayo, who lost the mayor's election last week when the 31-member Galkayo District Council democratically elected Puntland businessman Abdirahman Mohamud Haji.

 

Another police official, Mr. Muse Ahmed "Hasasi," was appointed as Puntland's new police commander in Mudug region.

 

President Farole's decree noted the input and advice of Puntland's Ministry of Internal Affairs, Local Government and Rural Development. The decree stated that the President's appointments were based on consultation and consideration of the experience and competence of the new officials.

 

Puntland's top leaders have been in Galkayo for nearly a month, following the assassination of former Information Minister Warsame Abdi "Sefta Bananka" on Aug. 5, by gunmen who escaped.

 

Separate delegations led by Somali Prime Minister Omar Abdirashid Ali Sharmake and Ms. Marika Fahlen, the European Union's Horn of Africa envoy, have recently visited Galkayo for talks with Puntland's leadership. READ: Puntland leader receives EU delegation in Galkayo

 

Puntland officials are concerned that insurgents fighting to topple Somalia's UN-recognized Transitional Federal Government (TFG) in Mogadishu and other parts of central and southern Somalia might infiltrate Galkayo, creating security concerns in the relatively stable State of Puntland.

Duke, u do realize this new appointment for the police chief doesn't mean he is the police cheif for every region of puntland, but only for the mudug region!!!!

^^^No adeer, the President appointed a new police Chief for Puntland and one for Mudug. Remember the Police chief died a month ago also on the same day as the Minister of Information.

Look how things are changing around by the President and his government relocating to Gaalkayo and making it a temporary capital, things are getting done. But Mr. Che had laughed at the suggestion that Gaalkayo become the capital. Garowe is Presidnet Faroole's strong hold, his back bone. He has their support, he needs to set up in area's that need him.

ThankfulSP galkacyo can never be the capital of puntland because it is strategically in a very volatile area, therefore i wouldn't be to concerned about that.

 

Galkacyo does need to be reformed, their has been to much attention given to bossaso and garowe to be quite honest, however we must also realize the oil states of the future are bari and nugaal and therefore any grand developments expect to see it happen there.

 

Galkacyo just needs a strong military presence and efficient local administration providing services to the community, which i am not against at all.

Right now in Gaalkayo the President and Vice President are there. Usually one would stay back in Gaarowe. However the government felt they needed to relocate there. They just had a delegation from the EU arrive and held the meetings in Gaalkayo, so in my opinion it is the capital for the time being. Although I agree it is volatile, the city is firmly in Puntlands hands. That is why during the threat of the ICU days, fighters from the North and South of Gaalkayo fought together to expel them. President Faroole needs to go to places where his influence is weak. Nugaal is firmly in his control. Look how much is being done in Gaalkayo since he's been there.

Thankful u r right, i agree with u that farole needs to go to places to garner support from all puntland communities. He needs to do a end of year tour maybe towards the end of year and travel to all the regions to check up on progress of the local administrations and also get to know the people!!!!

 

Your right garowe is in his hands firmly. Same with bari, we support all mamuuls no matter who they are as long as they are competent of course.
