As the desk officer responsible for Somalia I have been asked to reply. The British Government does not recognise Somaliland as an independent state. Nor does the rest of the International Community. The UK has signed up to a common EU position and to a UN Security Council Presidential Statement, which refer to respect for the territorial integrity and unity of Somalia. We hope that Somaliland will engage in an early dialogue with the new Transitional Federal Authorities, which have been created by the current reconciliation process, and that a mutually acceptable solution on the future relationship between Somaliland and the rest of Somalia can be agreed. When he addressed a joint session of the Somaliland Parliament on 25 October, the UK Minister for Africa, Chris Mullin, said sustainable development and prosperity in Somaliland would only be possible if there was peace and stability throughout the region. He also urged his.listeners to do nothing to damage the delicate peace process in the south and to enter into a dialogue with their brothers in the south aimed at finding a way of living peacefully alongside each other. In other talks, he further encouraged both parties to engage in an early dialogue with each other, to reject military solutions to the resolution of differences and to demonstrate a commitment to mutual respect, reconciliation and peace. It was across the Gulf from Aden, which it long supplied with food. Until 1898 it was (like Aden) administered from India, then by the Foreign Office, with the Colonial Office in charge from 1905 until 1960, except during World War II. The people remained nomadic, though Berbera was developed as a port and capital. In 1899 much of the interior fell under the capricious rule of the fanatical Mohammed bin Abdulla Hassan (c. 1870-1920) and his dervishes. Six hard-fought campaigns over 21 years failed to break the power of the 'mad Mullah', who succumbed to influenza in November 1920 after being bombed by RAF biplanes and hounded by the Somaliland Camel Corps for nine months. The Italians occupied the Protectorate for eight months in 1940-1941. British control was finally relinquished on 1 July 1960 when the Protectorate joined the larger and more populous Trusteeship territory of Italian Somaliland, to form the independent Somali Republic.
