I dont know if they put children on trail in Somalia, but jurisprudence dictates that he is a Somali problem, then the people of Somalia should be allowed to deal with him. However it takes an act of congress to get them re-instated, all of which attempts so far by people like Ron Paul from Tejas, have been unsuccessful.
