the reason why it cant pay any salaries is due to low population and high poverty rates. bari only has 1 actual income generating avenue bosaso port and that not enough. in fact in all of puntland bosaso is the only income generating city/village.

 

when you really look that one income generating source, is only half the size of burco somaliland second city. you realise why it cant pay any wages.

 

Borama,wajale, Gabiley, Berbera, Hargaisa,Burco, Alaybaday,Zailla are all income generating hubs.

 

its like a small boy trying to compete with a grown man.
