Regional body pledges 2,000 troops to African Somalia force

 

ADDIS ABABA (AFP) - East African heads of state on Monday vowed to urgently deploy 2,000 troops to beef up the African force protecting Somalia's president from advancing Al-Qaeda-inspired insurgents.

 

The Inter-Governmental Authority on Development (IGAD) made the announcement after an extraordinary summit in Addis Ababa even as rebels closed in on President Sharif Sheikh Ahmed's palace in Mogadishu.

 

 

IGAD said the deployment, which would bring the African Union mission in Somalia (AMISOM) to its intended strength of 8,100, could take place by September but did not specify which countries would provide the troops.

 

 

"The summit regrets that the approved level of AMISOM troops has not been achieved thus far; and decides to deploy 2,000 peacekeepers under AMISOM to Somalia immediately," the meeting's final statement said.

 

 

It also said that it would count on the 53-member African Union to "mobilise the necessary resources, logistics and equipment for the deployment."

 

 

IGAD added it was directing "the chiefs of defence staff... to convene an urgent meeting and submit to the AU Commission an action plan" for the deployment.

 

 

A rule preventing neighbouring countries from sending troops theoretically leaves Uganda -- which contributes half of the current AMISOM deployment -- as the only IGAD member state in a position to send soldiers to Somalia.

 

 

But a senior IGAD official told reporters after the Addis Ababa meeting that there was nothing stopping other member countries from sending troops.

 

 

"The troops will come from IGAD member countries, the heads of states have directed that. The budget will be under that of AMISOM," IGAD executive secretary Mahboub Maalim told reporters.

 

 

"There's no prohibition against Ethiopia and kenya sending troops," he said.

 

 

Ethiopia arch-foe ended an ill-fated two-year military intervention in Somalia in early 2009 but Prime Minister Meles Zenawi warned then that he would not hesitate to send his troops back in if Islamist insurgents seized power.

 

 

Sharif was appointed in January 2009 and seen then by many as Somalia's best chance in years but he has failed to assert his authority and owes his survival largely to the protection of AMISOM's Burundian and Ugandan troops.

 

 

The Shebab, whose leaders last year pledged allegiance to Osama bin Laden, have in recent days closed in on the small perimeter still controlled by the government and housing the key institutions of Sharif's administration.

 

 

Uganda reacted to IGAD's announcement by saying it was ready to send more troops to Somalia on the condition that AMISOM's mandate is modified.

 

 

"Uganda is prepared to put more troops on the ground only if the mandate is changed such that we can go after the Shebab," Deputy Foreign Minister Okello Oryem told AFP.

 

 

Uganda, which was the first country to contribute troops to AMISOM in 2007, has repeatedly complained that the force's current mandate was not robust enough to counter the threat of the Shebab and allow the transitional federal government to function.

 

 

In an audio message released late Sunday, Shebab leader Mohamed Abdi Godane threatened foreign countries involved in supporting Sharif's administration.

 

 

"My message to the people of Uganda and Burundi is that you will be the targets of retaliation for the massacre of women, children and elderly Somalis in Mogadishu by your forces," he said.

Somali gov't says it repulsed new rebel attack

 

The Somali government on Sunday said that it held back concerted rebel attack on its forces' positions in the north of the capital Mogadishu.

 

The rebel forces waged the assault on government forces positions in an attempt to over run them but the troops managed to force the fighters back to their strongholds in the north of Mogadishu, Abdelrasak Qaylow, spokesman for Somali Information Ministry told reporters.

 

The two sides exchanged heavy machine gunfire and artillery in the brief clashes that resumed following Thursday's fierce fighting between the two sides. "Our forces fought the anti-peace elements with courage and dedication which enabled them to drive them back from their positions after the rebels carried out their aggression against the forces," said Qaylow.

 

It was not clear if there were casualties on both sides to the conflict but reports say that several civilians have been injured while others were forced from their homes in the battle areas.

 

Two African Union (AU) peacekeepers were confirmed dead and a tank destroyed in Thursday's fighting with Islamist rebel.

 

The AU forces spokesman in Mogadishu said that the tank caught fire after it developed a technical fault but Islamist rebels claim that they destroyed it and distributed images of the burning tank as well as the charred remains of the AU soldier.

 

Almost 5,000 AU forces from Uganda and Burundi provide protection to the Somali government which controls only parts of the restive Somali capital Mogadishu.

 

Islamists run much of south and centre of the war ravaged east African country that has been without a strong central government for the past decade.

Somali clerics work to denounce radical al-Shabab

NAIROBI, Kenya (AP) — Somali clerics who are worried that their country could become a launching pad for global jihad are stepping up efforts around the globe to stop young men from joining a feared al-Qaida-linked group.

 

The clerics are spreading their message in Somalia and to diaspora communities of Somalis in Kenya, Europe and the United States. And they're using the same text the militants cite to back up their argument: the Quran.

 

"As Islamic scholars, we should warn people, especially the youth, against al-Shabab's destructive ideology," said Sheik Abdi Mahad, a cleric who preaches in Somali mosques in Kenya's capital, Nairobi. "What we are telling our people is al-Shabab is wrong and its members are extremists who don't represent the peaceful nature of the Islamic religion."

 

Clerics are airing anti-Shabab lectures on the Somali government's radio station in Mogadishu. They're also holding meetings for those who oppose the militant group, although such gatherings can only be held in areas outside al-Shabab's control. The militants' reach extends across much of Mogadishu, and Somalia's central and southern regions.

 

Al-Shabab seeks to topple Somalia's weak, U.N.-backed administration and install a harsh brand of Islam.

 

U.S. officials say veteran insurgents of the Afghan and Pakistan conflict have joined al-Shabab, infusing the group with bomb-making expertise and global links. The group metes out harsh punishments, not unlike the Taliban when it controlled Afghanistan in the 1990s.

 

Western intelligence officials say the group is also recruiting foreign fighters from the Somali diaspora in the United States and Europe. That global attention has prompted moderate clerics to take action.

 

Still, opposition to the militants is so dangerous that the clerics would not talk about their campaign on the record for fear of retaliation. But clerics in other countries where the message is being spread say they are actively trying to discourage young Somalis from joining the group.

 

In Minneapolis, home to the largest Somali community in the U.S., clerics at the Quba Mosque held weeklong lectures shaming al-Shabab in May, said Sheik Osman Ahmed Sheik, the mosque's assistant director. Sheik, whose mosque accommodates 300 worshippers, said the lecture sessions were held in the evening to draw as many as possible.

 

"Now parents are more enlightened about al-Shabab's danger to their children," he said. "They now know that they are people out there who want to brainwash their children."

 

Mohamed Idris, a Saudi-based Somali cleric, was among several scholars who took part in a series of recent lectures in Sweden. Some were posted on Somali websites and broadcast on satellite TV.

 

"Our message was directed to anyone who misinterprets the Islamic religion," he said. "We have urged the youth to focus on education and their life in their adopted countries and not get involved in the violence in Somalia."

 

In April, Idris was part of a dozen clerics who met in the Somali city of Garowe, the capital of the semiautonomous region of Puntland. The group issued a statement in which they said militant activity in Somalia is not jihad.

 

The statement urged the warring parties in Somalia "to stop the bloodletting, because in the Holy Quran Allah has banned Muslims from killing each other. The Muslim's blood is sacred."

 

In a clear reference to al-Shabab, it also called on Somalis to refrain from calling one another "apostates," a term that means one is no longer a Muslim. Al-Shabab fighters have often targeted Somalis who have joined the U.N.-backed "apostate government" or anyone accused of working for foreign intelligence agencies.

 

"The best way to deal with the extremists is dialogue," said Abdel Moati Bayoumi, an Islamic scholar at Al-Azhar University in Cairo, the pre-eminent theological institute of Sunni Islam, the mainstream sect to which nearly all Somalis belong.

 

"What produces extremism in the Muslim world is because of people's minimal knowledge about Islam. The more the people become enlightened about Islamic teachings, the more they will steer clear of violence and killing of innocent people," he said.

 

Bayoumi said debunking extremist ideologies worked in Egypt, and it can succeed in Somalia too.

 

"We have talked to the extremists inside mosques and prisons and succeeded in convincing them to return from their ideologies," he said. "Islam calls for moderation. And if the Prophet Mohammed was asked to select between two things he always went for the moderate one."

Stop being obtuse. If you are true about your fake "Somalinimo", you would have condemned Shariff(stooge?) too for doing exactly what he fought his predecessor( a man you used demonise for doing what Shariff is doing) for . However, excelling in the art of munafiqnimo and stubbornace, you will never admit that Shariff has made onE error. You will never condemn him for the hundreds being killed by AMISOM, even though you labelled his predecessor as a stooge for doing the same thing. Instead, everytime Shariff puppet is criticised, Like a little child, all you will do is say " what about them".?
