Djibouti has gone through a demobilization program following the peace accords between the FRUD (mainly Afar rebelion) and the government in 1994 (another deeper agreement has been reached in 2001).

 

Besides, I thought the whole defence budget was inferior to $20 millions.

I was decidedly too quick to dismiss Soyaal and forgot the aforementioned article from the East-African.
