Ibtisam Posted June 16, 2010 Two stages Pre-preparation: Stage 1 1) A Somali led Agreement before hand on constitution and plan of progression by a majority of Somalis in the Diaspora (criteria of education and experience etc) also pick all the people to take up post, create a dummy government aboard by Somalis with departments and everything created. Stage Two Implementation in Somalia 1) Send all the above 40yrs of age off to an Island (we own a few) (they need to be rehabilitated for 5yrs at least and warlords sent back to build the roads and construction to work their prison sentences off) 2) Replicate the pre-created government with all its department and agreed constitution. 3) Send (force or incentive) all the successful Somalis back from the west and take away their passports. (Leave the losers behind in the west) 4) Write off all past crimes and problems 5) Create five little mini federations or even mini states. Until then, the warlords and current politicians will not be under any pressure to give peace and negotiations a chance.
