General Duke Posted May 13, 2008 Former Islamist-allied warlord rejects peace talks in Djibouti 13 May 13, 2008 - 10:20:26 AM MOGADISHU, Somalia May 13 (Garowe Online) - A former warlord allied to Somalia’s collapsed Islamic Courts movement has rejected peace talks that opened in Djibouti yesterday. Yusuf “Indho Ade” Mohamed Siad, one of the country’s most notorious warlords, told a Mogadishu radio station Tuesday that delegates at the Djibouti talks “do not represent the opposition.” “The Djibouti Conference is intended to destroy the Asmara Alliance, and this is not acceptable,” said Indho Ade, who now holds the post of defense secretary for the Eritrea-based Somali opposition group, the Alliance for the Re-liberation of Somalia (ARS). Yusuf Indho Ade, former Somali warlord The ex-warlord said the delegates in Djibouti who are planning to meet with Somali government officials “cannot speak on behalf of the Asmara Alliance,” while warning the international community to be cautious of such “self-appointed opposition members.” The United Nations is sponsoring the Djibouti-based peace talks between opposition leaders and the Somali government, with ARS Chairman Sheikh Sharif Sheikh Ahmed openly saying a delegation from the ARS is in Djibouti City to meet with UN representatives. “We [ARS] do not want to talk with Somali government officials, because they have committed many crimes,” Mr. Indho Ade said. Although the Djibouti talks have officially started, there has not been any face-to-face meeting between the two Somali sides yet. The ARS was established in Asmara in September 2007 as a united front against Somalia's Ethiopian-backed interim government. The ARS, which is dominated by Islamists, also includes former government officials and Diaspora activists. Mr. Indho Ade was a warlord who ruled the fertile region of Lower Shabelle using brutal clan militias, who murdered and subjugated the local population at will for five years. He played a key role in the initial military success of the Islamic Courts, who expelled warlords from Mogadishu, and he was later appointed as the movement's defense chief. In December 2006, the ex-warlord issued a seven-day ultimatum for Ethiopian troops to leave Somali soil or face jihad, while calling on Muslim foreign fighters to join the war. When the Ethiopian army began its advance on Islamist-led Mogadishu, Mr. Indho Ade and Islamic Courts chief Sheikh Hassan Dahir Aweys fled Somalia, as thousands of young men fought a costly war against Ethiopia's superior armed forces. Baashi Posted May 13, 2008 IndhaCadde is a spoiler. He is not a credible figure within Ulama circles. He is very polarizing figure in many localities outside his tribal enclave. Within Asmara Group, there is an open secret that they disagree whether he is a useful tool or polarizing figure. Prof Cadow is the man. The man has the temper, the knowledge, and well-rounded understanding of how the world operates. He understands the game full well. In Khartoum he wanted to bargain from position of strength without driving the other side to the wall. He was willing to compromise the TFG security (point of contention) needs. Ceyroow and IndhaCadde dismissed him as a weakling and moved in for the kill. Despite his rants the talks will go on and if this one fails it won't fail because this loser screamed from his hideout but because TFG refused to compromise -- especially the core issues. Baashi Posted May 13, 2008 Since you are an unapolgetic supporter for TFG, how much concession are you willing to relinquish for the sake of common good? Are you willing to compromise on leadership? How about room for Sharia-based constitutional framework (to be be developed late on) and implemented by the first admin in the post-conflict Somalia (in the future)? Are you willing to make a security arrangement (with reasonable assurances -- verifiable at that) that will render Tigre protection unnecessary? Will you welcome district-based polity that draws its political fortunes from number of residents within its geographical lines (disputes on the line will be handled by concerned parties until consensus is reached)? Census conducted by balanced reps and monitored by outside experts (drawn from nuetral states) will decide power quotes in leiu 4.5 formula. Will TFG leadership open for such arrangement? How do you settle the secession question short of conflict? Are you open for substantial concessions in order to put out the fire in the secessionists belly? Are you open for South-North political dynamic such compromise will implicitly call for? How do you settle the looted properties that changed hands as well as public owned real estates? How do you handle the disputes that will iventually follow suit after the settlement is agreed in principle? How do you rehabilitate unemployed young militia (over million souls full of energy and versed in taking the law into their own hands when things don't pan out as their envisioned)? The challenges in front of any admin is monumental. You will need technocrats that have what it takes to get it right in the first try. This is no walk in the park. General Duke Posted May 13, 2008 ^^^ Bashi, hold your horses old man. These are talks between a recognised government and an armed opposition. The secessionists are not the issue at this time.. We the government supporters would like to see a ceasefire agreement, decommissioning of weapons, disbanding clan militias. Recognition of the national government. Whats on offer, coming back from exile, sharing ministerail posts, contesting the 2009 elections fairly and freely. Shariah Law is not an issue to be debated, its seential to the future of Somalia. Governemnt supporters welcome its real implementation as its based on fairness, which the opposition hate. As for the secessionists, there is no military option god forbid we have another Somali war.
