Liibaan Posted June 24, 2010 The Birth of A Resistance Movement: The Case of SSC The massacre and torture of civilians gave a birth to a Resistance Movement: the case of SSC regions Since the day the British defeated the Darwish Movement the people of SSC were condemned and forced to be obedient to any administration whether colonial nor non-colonial one. Their territory was divided after the Somali independence in July 1960 within the Republic into three regional administrations – Nugal (Garowe), Sanag (Erigavo) and Togdheer (Buroa) and part of their land was in 1954 handed over to the Ethiopians as a Reserve Area. It was only in the end of 70s in the last century that the then Somali Military Government announced the new region of Sool – the first administrative region of the *********** people- due to the pressure of the Children of the Darwish, that it is time to change the regulations set by the British colonial administration to divide the people of the Darwish and the status quo followed by the Somali administration from 1960 onwards. The area inhabited by the *********** social group remained unchanged since 1920s. There was no economical social input into the regions. The British colonial administration has after 1921 imposed the people of SSC head taxes – not to draw the *********** into menial employment for cash as they did in other colonised people in Africa – but the sole purpose to deprive them from their basic resources, which was livestock. This deprivation and negligence of the *********** territories was compensated by all the administrations from the colonial time to the present day through the integration of some individuals from the area into the political elite. Economical and regional development is far more important than having few individuals in the power centre of the establishment. And that is exactly what these regions have experienced. After the collapse of the Somali state in 1990 every clan organised their people and allowed the traditional leaders to lead them. In this aspect the people of Sool, Sanag and Cayn extended their hands to their neighbouring clans. The people of SSC participated the clan conferences in the northern regions of the country such as those held in Buroa, Boorame and Erigaavo in peace and offered the other participants a peaceful co-existence between their people and the others. This reconciliatory offer was interpreted as a weakness by their neighbours and since then the neighbouring clans were advocating and behaving as if they are the sole representative of these regions. In other words the neighbouring clans felt as the winners of the conflict that let the downfall of the last regime. It is important to highlight why these neighbours see the regions of SSC as regions to be administered? The people of the north-western regions and the people of the eastern regions did fight against the late central government through their armed wings of SNM and SSDF. On the other side the people of SSC were according to these mentioned regions defined as loyal to the central government of Somalia due to the individuals integrated into the power centre of the administration, therefore they do believe it is their right to dominate and run the affair of these regions and its people. This political thinking was pushed to the extent that the territory of the SSC people should be militarily occupied. This occupation was a surprise to the people of SSC. It was a surprise to them because according to the signed agreements by the traditional leaders of the Isaac clan and the Dhulbahnte people laid the foundation of a peaceful co-existence between them. Over the last three years the people of SSC have been trying to solve this conflict in a peaceful manner. But the administration in Hargeisa ignored the messages sent by the traditional leaders of the SSC people, while the people in the Eastern regions indirectly collaborated and showed their indifference to this occupation. The SSC social group sent one delegation after the other to the North-eastern representatives in Garowe to find a way to bring the occupied territories back into their hands. This administration in Garowe showed no interest in freeing the occupied territories. Such indifference in the Somali traditional political context has only one interpretation and that is there is no territory missing from the perspective of the Garowe administration. This factor of indifference from the side of the Garowe administration added to the inhuman ill treatment of the people of Las Anod such as murder, imprisonments, rape and disappearance of people has brought something unknown in the regions of SSC since the day the Darwish movement was defeated; the birth of a Resistance Movement. When people are deprived of their rights it is natural to resist. In addition when injustice becomes law, resistance is justified and becomes a duty. The people of Sool region particularly the two occupied big cities of Las Anod and Yigoore as well as their surroundings were humiliated and as in the past (during the British colonial administration) being imposed and forced to pay head taxes. Anyone who fails to pay is either imprisoned or his/her doors or windows are forcibly pulled out from their houses by the militia from Hargeisa. This occupation has deprived the civil society of their political freedom, denied the right to self-determination and freedom from fear and expression. In addition it led to severe human rights violations, including torture and killings. We all know that these crimes violate individuals’ most basic rights to life and physical safety. (Alex Moseley,”Just War Theory,” in the Internet Encyclopedia of Philosophy – 2001) The people have been made poor and denied access to health care and forced to accept in their schools a curriculum that has no relevance to their culture and historical background. This is an example of historical perspective the administration in Hargeisa would like to enforce into the education system of SSC regions: Somaliland achieved its independence from United Kingdom which had occupied as a British Protectorate in 1884. In 26 June 1960, Somaliland achieved its independence and being a sovereign state among UN-member states with a president (Late H. Omer Askar) and a Prime Minister (Moh.ed H. Ibrahim Egal), United immediately, without condition, with Italian Somalia (UN-trusteeship), that gained its independence from Italia government in 1st July / 1960. The basic driving concept behind the union was merely not more than to lay the foundation stone for an old wishful dream of future union of the five Somalis (French Somaliland, Somaliland under British protectorate, Italian Somalia, Somalis Under Ethiopia and those under Kenya (NFD). So far, it is a failed aspiration! Because of the Cultural, administrative, educational & attitudinal differences existed between the two united countries, within six months after union, a total repulsion between the two societies immerged. During union, most of the key positions of the government (union) were denied from Somalilanders. Repulsion expressed by mass voice against union was showed up followed by mass demonstrations organized in main towns of Somaliland. In early 1961, just 6 months after union, a coup d.etat lead by young Somalilander Military officers graduated from San-heirs military academy in Britain, worked and organized a coup d. etate planed to nullify the .the union., but didn.t become successful. Soon after the Siyad Barre.s Military revolution in 1969, 60 general directors and high-ranked military officials expelled from their posts by the ruling regime, because of their ethnic origin from Somaliland. Miss-trust and hatred developed between the two united member state of Somaliland and Somalia, worked passively and negatively through the Somaliland Societies. The above feeling exploded, in 1981, into armed anti-union liberation movements against the strong military regime of Siyad Barre. The war between the Somaliland national movements (SNM) and the dictatorial. Military regime of Somalia, reached it.s climax in 1988 when furious and painful face to face war took place between SNM and Military Forces in most major towns in Somaliland. The heaviest air and land pampardment occurred particularly in Hargeisa and Burao. That was the time when Siyad Barre.s regime cruelly intended to destroy a whole nation and targeted with heavy shelling and air-pumping taking off from Hargeisa Airport, the complete destruction and devastation of buildings, economic infra-structures, education institutions and lost of thousands of innocent human life. But be assured that such social and political developments in one segment of a nation will face resistance from the rest of the population. Furthermore resistance from the people becomes their only form of expression. The people of SSC believe today that they have tried to change things in the last three years through political or diplomatic means but found no positive response from all three administrations in Garowe, Hargeisa and Mogadishu. Therefore according to the people of SSC and their leaders believe the only alternative and effective way open for them today is to pursue justice through violent confrontation. The most recent events in the SSC regions such as the killings of innocent civilians in Widh-Widh, Bali-Hadhac and Buhoodle – attack on non-combatants- accelerated the option to stand and fight back. The people of SSC, young, old, rich and poor and either inside or outside the country realised today that there is no justice in the present political environment of Somalia in general unless the people themselves return the clock back to a position where they can decide the destiny of their people. The natives of SSC have acquired the knowledge and the experience today that the only way to define your rights is to be in a position of strength. Furthermore they noticed and felt the way the administrations in Hargeisa and Garowe behave when it comes to the regions of SSC and deal them as if they were non-existent and could be dealt with might. Nonetheless the elite in Hargeisa and Garowe have been covering their injustice towards the people of SSC through a subtle method in buying the very few, who are members of their administrations and nominating them into non-important positions. These administrations are enabling such individuals or the “fifth column” – as they are known by the people of SSC- to speak to the international agencies as if they are representing the social group in the three regions of SSC. It seems that the international agencies are becoming complacent to the atrocities conducted in these regions, if they continue relying on the falsified political statements coming from the people responsible of the tragedies evolving from the regions of SSC. In conclusion I do believe that the people of SSC have the same view and thinking as the French fableist La Fontaine wrote in 1668: “those who enjoy power always arrange matters so as to give their tyranny an appearance of justice. Liibaan Posted June 24, 2010 Laascaanood Reporter Beaten Tortured Imprisoned The Somali TV Universal confirmed that their Laascaanood reporter Maxamed Shaqale has been imprisoned by the Somaliland Clan Militia police based in Laascaanood, but they did not say what happened to Maxamed Shaqale after he was taken to prison. We now have an update on the situation from our reporters on the ground in Laascaanood and Hargeysa. It has been confirmed by our reporters that since Mr Shaqale was removed from his home, the Somaliland Clan Militia subjected him to mental torture and physical beatings. The Somali TV news confirmed the reason Maxamed Shaqale has been taken to prison is all because of the report that he presented showing that Xudun, Taleex and surrounding villages are supporting the SSC peace and progress leaders, and that SSC is independent of both the Somaliland Clan Militia and the Puntland administration. The reporter Maxamed Shaqale has been beaten both on his way to the Buro (Burco) prison and during his transfer from Buro to the extreme Mandera prison, where it is confirmed that 99% of the occupants in the prison are from SSC and 95% originate from the *********** Clan. Many of these prisoners have never had a trial, majority are collected from Laascaanood and surrounding villages. This is part of the tribal cleansing agenda of the Somaliland Clan, to imprison or kill all the young men of the SSC, particularly the *********** and ********** SSC supporters. Many families in the SSC region do not know whether their son, husband or fathers are dead or alive as no outside contact is allowed for these men that are imprisoned all because of their tribe. The imprisoning of the reporter Maxamaed Shaqale highlights the need for international intervention in the region, to stop the innocent people that are being tortured because of their tribal region and support for the peace loving SSC leaders, who have acting against great odds to stop the Somaliland Clan Militia killings in the SSC region. Liibaan Posted June 24, 2010 Somaliland and Puntland collude to discredit the leaders of SSC regions by associating them with terrorist organizations We have a popular saying in Somali “Been fakatay, runi ma gaadho” which means “It is difficult for the truth to catch up with a widespread lie”. Come to think of it, this is the principal of character assassination, the deliberate spread of misinformation about a real or perceived enemy. Hopefully this time, the truth will overtake the lies being spread by some Somali websites in their smear campaign against the leadership of the Sool, Sanaag and Ayn regions of Somalia, SSC. These clan motivated Somali websites have mastered the technique of character assassination par-excellence. One of these sites is Somaliland Press which has released a barrage of recent articles targeted at the leadership of the SSC regions who are struggling against a conspiracy that involves the balkanization of the Somali Republic by aiming to unite and develop their constituencies. In an article titled Somaliland Elections: Major blow to Canadian, American, Al-Shabab’s clandestine operations, Somaliland Press attempts to associate an SSC organization known as the Northern Somali Unity Movement, NSUM, with the Al-Shabab movement that is trying to topple the internationally recognized Somali government in Mogadishu. By trying to exploit the classification of the Al-Shabab as a terrorist organization by the US and other Western countries, the website has embarked on a smear campaign against the leadership of the SSC regions by portraying them as affiliated to the Shabab, a strategy that is meant to mislead the international community about what is really happening in the SSC regions and discrediting its elected leadership. The president of NSUM is a respected electrical engineer working in Sweden. The website also targets Mr. Suleiman Essa Karr, the president of the Council for the Salvation and Unification of the SSC regions, and his Vice President, Mr. Ali Sabarey and labels them as Shabab operatives. Both men are portrayed as terrorists who are out to disrupt the scheduled Somaliland presidential elections on the 26th of June with the help of the Shabab. Mr. Essa is a businessman who abandoned his business ventures in the United States to help his people in their efforts to run their own affairs until a credible Somali government takes over. Somaliland wants to force the residents of SSC to participate in the coming presidential elections by arguing that these regions are part of the former British Somaliland and should join a secessionist project that aims to split Somalia into two countries along the old colonial border that existed before North and South Somalia became independent in 1960 and voluntarily united to form the Somali Republic. The SSC regions are also claimed by the Puntland administration in the north east. The claim is based on clan affiliation that groups the clans of the North East and SSC regions, just as Somaliland is a coalition of willing clans in the North West along with unwilling clans in the Awdal region who were incorporated into Somaliland by force by the rebel SNM movement that overran the North Western regions of Somalia after the Somali government collapsed. NSUM is an organization that was established by concerned SSC intellectuals in the Diaspora. The movement was created just after the secessionist Somaliland regime invaded and occupied the city of Las Anod on the 15th of October 2007 and displaced thousands of its peaceful residents in the process. The objective of NSUM is to establish a local administration for the SSC regions and to spearhead a program for developing the three regions which had been neglected by all the administrations that controlled the area since independence. The area lacks any form of descent health care system, proper schools and other important amenities compared to all the other areas in Somalia. This is mainly attributed to the fact that it is landlocked and lacks sea ports and airports. The sad state of SSC can also attributed to the fact that most of its educated elite have relocated to the neighbouring administrative areas such as Puntland and Somaliland, while thousands more emigrated to the West seeking better lives for their families. This mass brain drain created a leadership vacuum and an atmosphere that encouraged claims and counterclaims by the two neighbouring administrations. Both administrations have used portions of the foreign aid and tax revenues flowing into their coffers for political funds meant to buy the allegiances of the elders of the SSC regions. These conflicting claims caused two bloody wars that resulted in the city of Las Anod changing hands from the Puntland administration under the former President Adde Muse to the Somaliland administration of Rayale with the help of some local collaborators from the SSC regions and with the blessing of the Ethiopian regime that regarded Las Anod as a transit point for arms destined to the ****** Liberation Front fighting against Ethiopia. The second war that saw the change of administration in the area took place while Adde Muse was in Addis Ababa and his forces, under the command of the current Vice President of Puntland, evacuated the area without firing a single bullet as if getting instructions to evacuate the area without a fight. The invasion and occupation of Las Anod was a wakeup call for the SSC intellectuals in the Diaspora who woke up to the painful reality that their regions were being used as pawns by the Puntland and Somaliland administrations in their ambitions to control the vast potential oil reserves in the area. The two administrations finally agreed, with the blessing of Ethiopia, to carve the SSC regions into two spheres of influence. In a secret agreement that was meant to bolster the election stakes of the ruling party in Somaliland, all SSC areas lying north of the road between the city of Las Anod and Burao, were to become part of Somaliland, while the rest of the SSC regions including Buhodleh were to become part of Puntland. The tripartite Ethiopian-Puntland-Somaliland agreement had two objectives. Firstly, to cut the flow of arms to the ****** Liberation Front that is waging an armed struggle against the regime of Meles Zenawi in Ethiopia. The ****** is part of Western Somalia that the British unfairly relinquished to Ethiopia just before granting Somalia its independence. Secondly, to lay the ground work for a potential alliance between Somaliland and Puntland in their future negotiations with the South for a nominal Federal system that would weaken the Central Government in Mogadishu. The deal would give both administrations a free hand in dealing directly with the big oil companies such as Conoco and Chevron to restart the explorations that were halted after the collapse of the Siad Regime in 1990. Conoco was very close to striking oil near Las Anod but could not continue with drilling to the depth required to ascertain the commercial quantity of the crude lurking underneath. The agreement comes in the wake of the futile efforts of the Somaliland Administration to be recognized as a sovereign country by the world community and seems to be an alternative strategy to gain a form of autonomy that would be palatable to their constituents who were misled for two decades into believing that recognition was a fait accompli. Since the NSUM did not have any credible local presence in the SSC regions and focused its struggle on bringing the plight of the SSC regions to the attention of the International Community, the SSC Diaspora called for a conference in Nairobi in October 2009 to rectify such as a shortcoming. The conference attendance, including the NSUM, decided to create a council for the Salvation and Reunification of the SSC regions and elected Mr. Suleiman Essa Kar and Mr. Ali Sabarey to lead the council. The mandate of the Council was to unite the SSC regions and to establish a local administration for these regions with the help of the Federal Government in Mogadishu, the only legitimate government in Somalia. After their election, both men met in Nairobi with officials from the United States Embassy, the United Nations, and the Somali Government in order to brief them about the Council and its objectives. This is a far cry from the baseless accusations levelled against them by the sympathizers of the secessionist regime such as Somaliland Press. The Council was later approved by the majority of the 14 traditional leaders in SSC who also met to elect a body composed of 18 men and 3 ladies whose mandate was to work with the Council elected in Nairobi by the SSC Diaspora. The body is a form of a parliament that would monitor the progress of the Council. The leaders of the Council have finally managed to relocate to the SSC regions after many failed attempts. Puntland and Somaliland objected strongly to the creation of the Council and decided to hunt down its leaders. Airport security in both administrations was instructed to apprehend them on sight. Luckily for the SSC leaders, the Somali regional administration of Galmudug came to the rescue by granting them a safe passage to Buholdeh, the second regional capital of SSC regions. They are now in the process of leading a popular uprising of the people of SSC regions against the marginalization and segmentation of their territories. The Somali residents of the SSC regions have a legitimate right to create their own local administration and to remain an integral part of the Federal Republic of Somalia instead of being a disputed area that is claimed by the secessionist minded regime in Somaliland and the corrupt regime in Puntland that supports piracy, human trafficking and condones the violation of human rights. The political funds used by Puntland to divide the SSC people could be better spent on the displaced people of Southern Somalia who live in deplorable conditions in cramped camps that get flooded in rainy seasons. A journalist trying to report on the miserable conditions of these people has recently been thrown in jail. Both administrations regard an independent local administration in the SSC regions as a threat to their ambitions of weakening the Central Government of Somalia and usurping the resources of the country. An independent local administration in SSC would frustrate these efforts by allying itself with the legitimate government of Somalia. Websites like Somaliland Press and Garoweonline try to mislead the international community about the events unfolding in the SSC regions. Fortunately for these regions, the International Community have their own intelligence gathering services in Somalia and will hopefully draw their own conclusions and not rely on the misleading reports being published by biased clan based websites. As part of their efforts to develop their areas peacefully, the SSC people have started working on building a small airport in Buhodleh that will make it possible for members of the International Community to visit the area and start helping with reconstruction and development. The traditional leaders of SSC, the NSUM leadership and the elected leaders of the Council are not associated with any terrorist organizations and are only responding to the calls of their people to lead them in their efforts to develop their regions just as all the other regions in Somalia, such as Galmudug, are doing.
