This is too ludicrous to be true but then again we're dealing with Alshabaab, a group that that gloats over suicide bombing operations that kill scores; beheads its enemies for merely talking on the phone to someone they don't like and cuts the hands of alleged thief for stealing $90 worth of goods.

 

With Alshabaab, expect the absurd.

you can see the pictures everywhere of shabaab building the roads and fixing the infrastructure so the people can finally get back to their normal lives. ts not like they have taxes or something to pay for it and anyway if they have a toll it has to be really small or nobody could pay it!

 

and how do you even know that the people on the roads are shabaab - there are like ten thousand highway robbers all over somalia and they steal stuff all the time including money and anything else they can get their hands on so maybe theyre jsut calling it a toll so they dont get caught and get their hands cut off!

There is no such tax. There were some reports of bandits active around Jowhar recently, but they were cracked down on by the Islamic administration.

 

Other than that, TFG soldiers in Moqadisho have usually engaged in banditry for the past 2 years. And that's usually the case with poorly trained, and poorly paid warlord militias whose only motivation to fight is a United Nations pay check.
