General Duke Posted February 7, 2005 Why Somalia needs foreign troops. 1- Lack of national security forces. Since the fall of the last Somali government we have been left with clan militias in the south who do not have the capability to bring order eve in their neighbourhoods. Example of these are JVA, SPM, USC/SNA and it many splinter groups. 2- The various warlords and clan leaders are suspicious of each other and would not let one disarm the other. Therefore the responsibility for disarming and bringing security needs to be left to a third party under the control of the Somali cabinet. Example of this is 3- There has to be a visible deterrent to those who would want to confront the Somali government. Backed up with loyal Somali militia this force can easily secure the national institution and economic centres of the country. So-called Islamic courts, Independent militia pose a direct threat 4- The foreign troops could aid in the area of recruitment and training the new Somali security forces. This is vital as the former officers are dead, sick or too old. 5- Looking at the failed track record of Abdiqasin, Mahdi and Aydeed who relied overtly on their clan militias which at the time were amongst the most powerful in the country. Who is against this program? This is an important question and one that needs to be answered. I will take out the secessionist from the equation for they are not important here. From what I have seen the majority of people are just resisting change, they are afraid things might turn out bad. This is natural, others a minority are trying to undermine this effort as they believe what they have achieved in the war years will be undone. This group are the ones who are feeding the masses with lies and wailing from the top of their lungs. Plus why shouldn't the government assess the availabilty of Somali forces first before A/Yusuf jumps into "Ciidammo shisheeye oo amniga dhawra" iyo hadal-qurxiskaas la ogyahay in Amxaaro ka dhex-hadlayso odaygan? Under the command of ex-army officer General Mohammed Nur Galal, respected by the rank and file in bullet-scarred Mogadishu, 5470 officers, according to his estimates, lined up at the police academy, sang the national anthem and went through routine police training. Although they are prone to carrying a fearsome array of firearms, the officers opted not to display some today, apparently as a gesture of discipline. "Definitely we need technical support, but not an intervention force or foreign troops," Gen. Galal told a team of lawmakers visiting the country to negotiate the return of the country's government from exile in Kenya. "The troops are here to restore law and order and they only want logistic support from the international community to exert authority," Gen. Galal told the leader of the team, parliament speaker Shariff Hassan Sheikh Aden. The Somali Government in Kenya over the weekend approved the deployment of at least 5000 African troops in the capital, which is sub-divided into numerous fiefs under control of warlords. The African Union last month agreed in principle to send a peace mission. Warlords themselves have rejected the planned deployment and radios have carried numerous street interviews objecting to foreign troops. At the academy, police officers were dressed in soiled khaki uniform, which was official during the regime of dictator Mohammed Siad Barre, who was toppled in 1991, thereby plunging the nation into a round of anarchy. Among the so called policemen, some are ex-policemen and -military officers. Most of the officers haven't been paid in the absence of a governement. As a Somali I am ashamed that any troops hsould come to our homeland to disarm us. But desperate times call for desperate measures. We need these troops to bring about the restoration of the republic. Can you kindly present a way out in which we could avoid the need for such forces. We have a minister under siege in Kismayu, the government he is part of and his own faction the JVA could not help him We had a welcoming party for the government officials, yet a short distance there was a gun battle between two new factions. We have ongoing conflict in Mudug and Galgaduud in which hundreds if not thousands are affected. The main ports of southern Somalia are closed down from Mogadishu to Kismayu. The people are in bondage. So what should the government do, should it watch take the money in which its members wait to contest a new election maybe in Tanzania or Gabon. Or should it try to change the situation? Lets not be emotional, can we take this forever. For if we dont have a government we will be under Adis Ababa, then what?
