Acknowledging the stalled political situation between the two opposing Transitional Federal Institutions and the impasse that has transpired from thereof; Recognizing the dire need of our people and our country to a functioning government that can provide necessary services and protection to its citizens; Debating and deliberating on a break through for the deadlock; Members of the Parliament in Mogadishu have convened their regular session at Sahafi Hotel, Mogadishu, on November 15th 2005, and resolve by majority vote for the following:- To engage in direct negotiations process with our counterparts in Jowhar, with respect to the resolution of all differences between the Transitional Federal Institutions (TFIs). To agree with them that negotiations take place inside the territory of Somalia, and if needed outside the country if the two parities mutually agreed upon. To invite the international community (UN, EU, USA, LAS, IGAD, AU etc), to serve an observing role if the two parities mutually agreed upon. The technical aspects of the agenda concerned the direct negations, including the venue, date of the negations, and its modalities will be determined, along with the other party (TFI-Jowhar). Finally the members of the Parliament in Mogadishu: Call upon our brothers in Jowhar to embrace our initiative with honesty and in good faith for the goodness of our people and our country. Urge our neighbor countries to play a positive and neutral role in bringing tougher the Transitional Federal Institutions (TFIs) to restore the Somali State. Call upon the International Community to continue their support to the political process of Somalia by providing necessary political, financial and technical support, to achieve effective and functioning Somali Government.
