General Duke Posted September 23, 2003 The Interim Charter for the Federal Republic of Somalia has been signed - Monday, September 15, 2003 at 22:31 Mbagathi, Nairobi, (AllPuntland) – The chairman of the IGAD-appointed technical committee Ambassador Kiplaget announced later today that the final draft of the transitional constitutional charter for the Federal Republic of Somalia has been finalised and sealed with the signatures of the leaders committee stamped upon it. A breakthrough over the much debated issue with respect to article 11 of the constitution (formerly article 19) has been secured late yesterday after members of the leaders committee comprising of SRRC with delegates of Puntland State of Somalia, Arte/TNG, G8 and civil society had issued a declaration symbolising a congruous ending of their disagreement over the technicalities of the said article. Having the constitutional charter read out in front of the Somali delegates participating the ongoing Somali national reconciliation and peace process, its agreed espousal was greeted with enthusiastic ovations and loud applause interpretative as to the receptiveness, satisfaction and admiration of this historical moment on the part of the Somalis. This brings an end to months long dispute over the technicalities of certain articles in the transitional constitution including article 11 (formerly artcilce 19) which attempted to warrant de facto status to existing regional administrations which met with fierce opposition from some of Mogadishu’s faction leaders. The conference almost hit troubled waters earlier this morning when Ambassador Kiplaget tabled a proposed postponement of the conference for a few days at the request of some faction leaders including A/Qassim Salat Hassan, whose term as the head of the Arte/TNG expired in August recently arrived in Nairobi from Mogadishu. Hordes of infuriated delegates and participants with the manoeuvring tactics of these faction leaders, and by the mere suggestion walked out in protest, and demanded the finalisation of the charter as scheduled no later than today. Failed attempts by representatives of the international community to persuade A/Qassim and his newly formed alliance to attend the conference did not bear the desired result as they [faction leaders] rejected any such proposal. Nonetheless, a pleasant conclusion to Phase II of the Nairobi national peace process which once appeared untenable has been secured to the delight of many Somalis. He might wished to drag his opponents into the indian occean, but doing it so, is wholly a different story. But one thing you left out in your long analysis is that, none of the current makeshift alliances (Abdiqasim's group or Abdulaahi's group) will last long. It is all a temporary solution for securing one's own interest, but outside that, there is clearly no common ground they agree on. Anytime one's interests change, that would be it. As we learned from the past, like Melbourne's weather, faction leaders' interests do change very quickly. All in all, anyone who is thinking of expecting anything of the now defunct talks at Doofaaraley, is fooling themselves. To Mr Ooodweyn the man who seems to see nothing but doom for us southerners, I wonder why that is would a war in the south make his dream of recognition for the Hargaysa-Berbera-Burco TRIANGLE into a state LOL. The alliances in politics is never lasting that is politics dear boys, there is an allaince for the creation of a new state a federal one. In this sense most Somali's will have a government that represent them. The RRA have now regrouped and made peace in the Mgathi conference. The Puntland conflict has now been buried. Kismayu will be settled by dialogue between the respective parties neither Morgan nor Colonel Hiiraale have a monopoly on the grouund. Abdiqasin cannot secure His clans support thats why Hussein Aydeed and Gamadere and even some of his Cayr are part of the peace process. Musa Sudi has been counter balanced by Cumar Finish, Mohamed Dhere, Hillowle Iman, Xuseen Bod and others so even this clan will not go into WHAT YOU WANT A total war. The difference to other conferences is that no one clan is intirely out of the process, so how is there going to be an all destructive civil war between everyone and anyone. Analyse this in Aydeed Vs Mahdi you had two big clans clashing now there is no united clan, from Puntland to Gedo no clan is united for warfare no leader can muster force, so again what is your point. Abdullahi Yusuf allaince is political he needs the support of the USC and they need his support in order to form a majority. Abdiqasin is attempting the same thing with the JVA he needs that support in order not to marginalise his base and be seen as USC. Everybody is thinking national, even Qaynyare. Last time Somalia was in the greater media was as recent as the when Charles Taylor stepped down. I remember watching CNN and they were talking about failed states and guess what? It was primarily about Somalia! Not once did I hear the word "Somaliland". Not once! If it soothes you and helps you sleep at night, okay people don't think you're part of Somalia? This summer I met a die-hard "Somalilander". As we got into a debate, the main source of his "patriotism" was the fact that "Somaliland" was a different colony, the 80's genocide, and the fact that "Somaliland' has a flag and a currency. To make a long story short as our debate dwinddled down the boy said the whole thing was ****** and that we shouldn't seperate because different Christians colonized us. The next day he took me to his parents and the same debate ensued. I showed them my hand and put it next to their hands and asked them why seperation? They knew I was studying to be a neurological surgeon and their boy was studying to an architect, so I asked them wouldn't it be better if I were to help people in hospital their boy designed in one united Somali nation, then for an empty hospital to be "Somaliland" and I, a tool-less, doctor in Somalia? After that they both said they were always for a one Somali nation, but that they were raised to believe that they were a different country then Somalia, and that only their Is==q clan was doing this to get power. Events over the past week have demonstrated that Somali leaders have the ability to work through their differences and achieve workable compromises. Much more remains to be done to develop a lasting peace and sustainable government, but reconciliation at this time will ensure the development of a representative parliament as a critical step in the process.
