It has to be formally declared to the United Nations that it has no weapons of mass destruction. Iraqi officials displayed the giant declaration which is 11,807 pages long. It is accompanied by CD-ROMs containing 529 megabytes of information. The declaration is expected to be handed over to UN officials in Baghdad by late today. Saddam Hussein is expected to give a message to the Kuwaiti people, according to an Iraqi state television announcement. No other details were available. The declaration will be flown out tomorrow on a UN plane, to reach UN headquarters in New York and the International Atomic Energy Agency in Vienna by late Sunday.
