Garowe (HOL) – Puntland's Minister of Information, Mahmoud Ceydiid Dirir, said on Wednesday that the Puntland administration will not participate in peace talks called by Somali President Hassan Sheikh Mohamud, citing the state's current focus on countering ISIS militants in the region.
