Garowe (HOL) — Puntland's Minister of Justice and Religious Affairs, Mohamed Abdiwahaab, has accused Somalia's federal government of failing to implement a cohesive strategy to combat Al-Shabaab and the Islamic State (IS), allowing extremist groups to expand their influence in southern Somalia.
