It is simple, the biggest  source  of revenue for SL is Berbera port, the Kulmiye party, Biihi, and even mafia before him, took millions from UAE, and now UAE is saying they will not pay a cent for many years.

Biihi also borrowed a lot  mostly for his family.and some for the war.

Anyways,Cirro comes and can't believe that SL is not only broke,but in debt and there is no money coming from Berbera port, for many years. Remember other revenue like thru Sool is blocked.

SL is in big trouble, that is why he is negotiating with UAE, best thing for him, kick them out like IOG, I  doubt he has what it takes.

To be fair, it is not UAE's  fault but very corrupted secessionist
