First President of the Somali Republic Mr. Adan Abdulle Osman Mr. Abdella Osman, President of the Republic of Somalia, was born in 1908 in the town of Beledwein. He completed his formal education in Mogadishu and then served his country, which was then under Italian administration, in a variety of offices and responsibilities from 1929 to 1941 Before assuming his post, he was an active member of the Somali Youth League, until he turned out to be its leader and reputed president. He was also the president of the legislative assembly, and Somalia's representative at the Moslem conference in Karachi, and at the UN Territorial Council. The President speaks and writes Italian, Arabic, and English. His cooperative actions and farsighted vision in leadership brought Somalia its independence in one of the most constructive acts of statesmanship. President Abdella Osman is a quiet, intelligent and efficient man. In his effort to lift the standard of living of his people, he inclines towards moderation and prudence. Knowing that stability and gradual development are the sure means to success, he prefers a slow but sure national evolution to a radical upsetting revolution. President Aden Abdullah Osman: H.E. Aden Abdullah Osman was born at Belet Weyne (Hiran Region). After receiving education at State Schools, he acquired administrative experience in Government oficies. He subsequently devoted himself to his own business. In Febraury 1944, he joined the Somali Youth Club (subsequently called Somali Youth League), became a member of the party's steering board and in 1946 was appointed Secreatry of the Belet Weyne section of the party. In 1951 the Regional Council of Mudug designated him for the Territorial Council on which he served uninterruptedly (up to February 1956) as the representative of the S.Y.L. In 1953 he was appointed Vice-President of the Territorial Council. In 1954 he became the President of the Somali Youth League and remained office untill 1956. Re-elected to the same position in May 1958, he occupied this post simultaneously with the post of the President of the Legislative Assembly until 1st July 1960. In 1956, when the Territorial Council was replaced by Legislative Assembly, he was elected member of the National Assembly for Belet Weyne District at the general political elections, and in meantime the Legislative Assembly appointed him its President. In the 1959 general political elections, he was again elected member of the National Assembly, which again appointed him Presedent. He maintained this post when the Legislative Assembly was converted into the Consituent Assembly. In his capacity as President of the Constituent Assembly, on 1st July 1960, he proclaimed the Independence of the Somali Republic and following the unification of the northern and southern territories - former British Somaliland and Italian Somaliland. The National Assembly chose him as Provisional President of the Republic for period of 1 year, and in 1961 re-elected him to the same mandate for 6 years. He devoted his interest to legal, social and economic studies. Besides Somali, he speaks Italian, English and Arabic. According to the Constitution of the Republic, the out-going President enjoyed life-membership of the Somali National Assembly (Article 51, paragraph 4). MOGADISHU, 28 JULY 1962. “…The principle of self-determination, when used properly to unify and enlarge an existing state with a view towards is absorption in a federal system of government is neither balkanization nor fragmentation. It is a major contribution to unity and stability, and totally consistent with the concept of Pan-Africanism”. “A desire for unity must be matched by a willingness to sacrifice a measure of sovereignty, and to remold the machinery of government to absorb new political and administrative methods. I say that, not to alarm or discourage, but because I think it is time that our continent of Africa took a more practical and realistic view of the problems that have been created by the after effects of colonialism and their relations to a closer political association of African States”. “There are some lessons to be learned from the short but nonetheless profitable experiences of this Republic; because we can claim with justice that we have made a unique, practical contribution to African unity by merging two independent African states into one-even against the established prejudices of interested powers. I do not have to enumerate the colonial-made problems that we have encountered in the field of fiscal, judicial, linguistic and administrative integration because they still preoccupy us and are too well known. But I would like to underline three lessons”. “First--as a prerequisite to either a federal system or a total union of states, it is necessary to accept, as we have done in Article Six of our constitution, limitations of sovereignty on conditions of parity with other states. “Second—we have learned that the outmoded concept of territorial integrity must vanish from our habitual thinking because its roots are embedded in colonialism, and it is incompatible with Pan-Africanism”. “Third—we have learned of a cardinal principle underlying the effectiveness or otherwise of a political union between two independent states. It is this: the ordinary person must be able to identify himself and his interests with the new order, on economic, ethnic and cultural grounds”. “It is this last lesson that is perhaps the hardest to learn but, if we Africans are proud to take our place as a democratic people in the comity of nations, we must do more than pay lip-service to the feelings of the ordinary man and woman in our society. We claim, many of us, to be African leaders and socialists. This implies that, through our wisdom and understanding, men will follow us, and, by the equity of our laws, our people will have equal rights and opportunities”. “Regrettably, it is becoming commonplace in Africa today to accept the development of a privileged class of rulers, with the instincts of colonialists, as a substitute from government by the people. This is one of the after effects of colonial rule. But it is my duty to give this warning to my colleagues in Africa: it will be the unwillingness of African rulers to curb their powers and to lift their artificial colonial boundaries, that will frustrate the hopes and desires of the ordinary people of Africa to be led out of isolation and ignorance into the greater union of African States”. “I am sorry to have had to end on a not of caution, but there is too much at stake, in the prevention of the kind of tragedies that beset our brothers in the Congo, for me to refrain from bringing unpalatable facts to your notice. Of course, I hope these forebodings will not materialize, but they exist for those who have the eyes to see and the care to understand”. He was 99. Osman died in a Nairobi hospital, Said Aden Abdulle told The Associated Press. Born in 1908 near the Ethiopian border, in the town of Belet Weyne, Osman was elected president in 1960 after years of leading the Somali Youth League, a nationalist party that struggled for Somalia's independence. He lost a re-election bid in 1967 and peacefully handed over power to his successor, Abdirashid Ali Shermarke, who was assassinated two years later. The assassination led to a coup led by military dictator Mohamed Siad Barre. In 1990, when the country was edging toward anarchy, Osman was among about 100 politicians who signed a manifesto expressing concern over the destruction, killings and flight of refugees as a result of the civil war. He was arrested along with more than 50 others by Barre's faltering regime. After his release, he lived mostly on his farm in Janale in southern Somalia. General Duke Posted June 9, 2007 First president of Somalia dies Mr Osman was a well-respected elder statesman Somalia's first president, Aden Abdulle Osman, has died aged 99 in a Kenyan hospital where he had been in a coma. He was also the first African leader to voluntarily relinquish his post after he lost the 1967 presidential election - Somalia's last democratic poll. Siad Barre seized power two years later and since he was ousted in 1991 rival warlords have fought for control. Mr Osman was a well-respected leader and emerged as an elder statesman in attempts to establish lasting peace. His family says he was very unhappy with the current crisis and his dream was to see Somalia attain peace and stability. Mr Osman rose to prominence as a nationalist politician in the 1950s. He was elected head of state when the former British and Italian Somali colonies joined to form the Republic of Somalia in 1960.
