China and Somalia Weaponise the Extraordinary and Plenipotentiary Powers of Somalia’s Ambassador to China to Undermine Somaliland’s Stability.

China and Muqdishu administration have joined forces to undermine Somaliland’s peace and stability, driven by Beijing’s frustration over Somaliland’s ties with Taiwan and Mogadishu’s claims that Somaliland is a secessionist region.

The ambassador, Hodan Osman, an Individual with deep links with the Chinese communist party and academic background in China was nominated by Somalia at China’s request and granted the elevated status of Ambassador Extraordinary and Plenipotentiary. This role grants her full powers to represent Somalia and China’s interests, particularly in Somaliland’s eastern Sool and Sanaag regions where she also hails from.

As an Ambassador Extraordinary, her mission is formal, specialized, and directly represents the interests of the Somali government in alignment with Beijing’s broader geopolitical agenda. The plenipotentiary powers allow her to negotiate, sign agreements, and act independently to conspire with China to destabilise Somaliland, particularly in the contested eastern regions of Sool and Sanaag. This collaboration includes China reportedly arming and training proxy militias in these areas, furthering both China’s geopolitical agenda against Somaliland for defying the One-China Principle and Somalia’s efforts to coerce Somaliland back into its fold.
