You answered you own questions. Silly Atom started clan uprising against Puntland during Faroole's time and invited Al Shabab. Later some Alshabab in there declared allegiance to Islamic Sate during it's reign in Syria in Iraq. They fought Al Shabab over territory and control of the Alcamis and Golis mountains. Since then they have been slowly growing and recruiting foreign fighters from all over the world. Currently they are estimated to number few hundred. Adde sent an exoloration team to Majiyihan which has never progressed any further. But Atom and Alshabab used the clan sentiment to fight on as they do to this day. Puntland flushed out Alshabab couple of times from Galgala but with the help of the seccessionists they resurged. Ultimately, Atom guy was discared like a condom and control was takenover by more hardline terrorists from other regions. I agree any offensive should take the local clans with it for it to be succssful, and I am sure things have improved and the locals understand the terrible consequences of having ruthless terrorist organisation in your own backyard.
