With there being no agreed upon legitimate Constitutional and/or Federal Courts, an arrest warrant issued by Banadir City court is null and void, and has no binding in FMSs.  Article 108 of the 2012 Constitution outlines powers, confines, and limitations of Courts at the a) Constitutional Court, b) Federal, c) FMS levels.

Until such laws had been ratified, voted in and agreed upon through public voting, passed through State & Federal institutions in that order, and instituted into law, none shall have any bearings nor bindings. 

From a legal and procedural perspective, if Xasan wishes to bring a case against Axmed Madoobe, he has to lodge his case with JL's High Court, the only Court with authority in JL till a legitimate Constitutional and/or Federal Court has been established.

Does it really matter what system of government is adopted as long as no one is respecting the system/laws in place? The likes of HSM and Madoobe will abuse any system.

As long as there is a lack of accountability, no system of government will ever be followed.
