lets be honest, if Somalia were to hold an election, would these minorities get anywhere near 10 percent of the parliament? do they come any where near ten percent of the population? what would be an adequate percentage. for those of you with such resources, please give as the composition of earlier parliaments and what share did not belong to the major five or six clan families. Somalis have enough problems without creating unnecessary distractions. This formula is the only way out until a peaceful Somalia where district elections will yield far less then the ten percent portion they have now. as for the fixation with the .5, you think the whole country were mathematicians, only they would be so absurd, it just means ten percent

For me, what happened was not a matter of minority vs. Majority but liberal v.s. conservative. Liberals always are more representative of America then conservatives, the grand olde party for graying olde white men.
