In every successful society, justice, transparency, and accountability are the cornerstones of
governance. As Somaliland moves closer to its critical presidential election on November 13,
2024, it is essential to ask which leader can best fulfill these fundamental principles. Dr.
Abdirahman Cirro, the Waddani Party’s presidential candidate, stands out as the champion
of a new era for Somaliland—a leader who values accountability, fair governance, and
equality for all. His vision, as outlined in Pillar 6 of the Waddani Party’s manifesto, contrasts
sharply with the failures of President Muse Bihi’s administration, which has been marred by
a lack of transparency, limited public services, and an erosion of democratic values. Now, more than ever, Somaliland needs leadership that truly serves its people.

A Commitment to Transparency and Accountability
The Waddani Party, under Dr. Cirro’s leadership, aims to build a government where citizens are not kept in the dark. Transparency is not a privilege but a right. Under President Bihi’s
leadership, Somaliland’s government has frequently operated in secrecy, with limited
accountability to the people. Government transactions are opaque, and leadership often fails
to answer to the public.
Dr. Cirro and his running mate Amb. Mohamed Ali promise a transparent administration
where every action, policy, and financial transaction is open to the scrutiny of the people.
They envision a government that keeps citizens informed, fostering a sense of shared
responsibility and trust. As the saying goes, “Transparency is the currency of trust.” With Dr.
Cirro, Somaliland can expect leadership that earns this trust and holds itself accountable to
the people.
Delivering Public Services Efficiently
Effective leadership prioritizes public welfare. Unfortunately, under Muse Bihi’s
administration, public services like healthcare, education, and infrastructure have been
stifled by inefficiency and bureaucracy. Critical services are not accessible to many
Somalilanders, and even basic infrastructure has deteriorated under the current government.
Dr. Cirro, however, believes that governance should make life easier, not harder, for its
citizens. He pledges to reform public services to ensure that Somalilanders receive
high-quality and timely services. His administration will reduce bureaucratic red tape and
invest in sectors that have been neglected for far too long. In Dr. Cirro’s vision, every
Somaliland citizen is a priority, not an afterthought.

The rule of law is essential to maintaining social harmony and justice. Sadly, during
President Bihi’s tenure, the legal system has been inconsistent, favoring certain individuals

equally to all. Waddani’s manifesto emphasizes a legal system that serves everyone
impartially, creating a secure environment where every Somaliland citizen feels protected

delay.

One of the Waddani Party’s primary goals is to reform Somaliland’s judicial system. Under
Bihi’s leadership, the judiciary has faced undue interference and a lack of independence,
making it challenging for ordinary citizens to receive a fair hearing. For true democracy to
thrive, the judiciary must be autonomous and unbiased.
Dr. Cirro promises a judiciary that can act independently, providing justice to all
Somalilanders. His government will prioritize judicial reforms that uphold fairness, allowing
every citizen equal access to justice, free from external influence. Only through such reforms
can Somaliland establish a society where justice prevails.
Fighting Corruption with Integrity
Corruption is a disease that cripples nations, siphoning resources from those who need them
most. Under Muse Bihi, corruption has grown rampant, creating an environment where
public resources are exploited, and personal gains are prioritized over the public good. The
effects of corruption are felt by everyone, especially the vulnerable, who lose access to
essential services.
Dr. Cirro has pledged to take a zero-tolerance approach to corruption, establishing policies
and institutions that will actively combat corrupt practices. His administration’s goal is to
create a government that acts with integrity, serving the public honestly. As the adage
reminds us, “A fish rots from the head down.” Dr. Cirro’s government will lead by example,
ensuring that integrity starts at the top and flows through every level of government.

A government should protect its people, ensuring that all individuals, regardless of their
status, feel valued and safe. President Bihi’s administration has been accused of overlooking
human rights, leaving vulnerable populations unprotected and social justice unaddressed.
Dr. Cirro, however, believes in a Somaliland where human rights are protected and
promoted. His government will focus on policies that uphold the dignity and equality of all
citizens, ensuring that the rights of marginalized groups are safeguarded. Waddani’s vision is
