Nothing short of swift and decisive response will do. Just about the only thing authoritarian arab/Islamic regimes got right in the last half a century is how to defeat Jihadi terror. Countries like Egypt, Jordan, Saudi Arabia, Syria, Algeria, Morrocco etc are masters at the game of counter-terrorism. In contrast, the countries that dithered and hesitated, like Pakistan, are having hell of a time precisely because they were indecisive when they needed to be the opposite.
