One of them is how can federal system implemented where there is no peace and the local people or local lawful residences where either kicked out of their houses, businesses, their farms or where ruled by gunmen who never let them have peace and stability. Economic issues: the ticking-bomb for the proposed transitional Somali federation. The current proposed charter, the discussions that are taking place at Mbagathi, as well as the debates at the Somali forums have ignored the economic aspect of the union. Without proper economic union, no political structure, especially one that is as weak as the one that is being contemplated, would survive. In order to have peace and smooth functioning federation, economic responsibility and property rights must be clearly defined.
