The Vice President/Acting President of Puntland State of Somalia, His Excellency Hassan Dahir announced today that Puntland has embarked on its first ever Disarmament, Demobilization and Reintegration (DDR) Programme in order to support peace and development throughout the country.

The Acting President stressed that “Puntland is facing severe budgetary constraints, and must reform its security service in order to make it more cost-effective and efficient. DDR is a real opportunity to reduce the burden on Government and most importantly it offers demobilized personnel a chance to earn a living as a civilianâ€.

 

At least 1000 eligible security force personnel will be demobilized over the next year with support from UNDP and donor countries. Demobilized personnel will hand over their small arms to Government and in return they will be provided on-the-job training and placement, formal education, rural resettlement or support to start their own micro-enterprises.

 

The Acting President commended the strong commitment of the security forces, and the help of UNDP in carrying out this Government policy, and asked that the entire population gets behind this initiative. He added that “It is important that we pursue the development of the Puntland State economy and better the lives of its people; we should not use the security forces as a form of welfare systemâ€.
