Somalia: State of Puntland to reform regional constitution

GAROWE, Somalia Aug 6 (Garowe Online) - Officials in the self-governing Puntland regional administration in northern Somalia are restructuring the region's constitution to better fit with “changing times,” according to Mohamed Hassan Mohamed, chairman of the government-appointed committee steering the process.

 

Mohamed told the BBC Somali Service on Monday that the process will take place over a three-phase period.

 

The first draft will be released to the public so the committee can receive feedback from locals, Mohamed said. A second draft would then be reviewed by a committee composed of intellectuals, experts and traditional elders.

 

"A third and final draft will be written after intellectuals' review [the second draft] and will be presented to the public," Mohamed said.

 

He went on to say the Puntland government intends to help the public understand the logic behind reforming the constitution, which has governed the region since its inception in 1998.

 

Mohamed said Puntland has been governed under a clan-based formula, where parliament seats and power sharing was based on satisfying the region's clan balance.

 

But the new constitution, once ratified, would allow the introduction of governance based on political party rule and not clan-based rule, he said.

 

The new constitution would also balance power between the federal government in Mogadishu and the state government in Garowe.

 

"Allah has guaranteed women's rights and what Allah has already ordained we cannot add more. Shari'ah [islamic] law is the foundation of our constitution," Mohamed said, answering a question about women' s and minority rights in the new constitution.

 

This announcement comes at a time Puntland President Mohamud "Adde" Muse is visiting Mogadishu to finalize an agreement with federal officials regarding the political system, taxes and the sharing of natural resources. [ Full story]
