The only thing that makes sense this was a diversion tactic for Muse and Abiy. Muse screwed over Somaliland during his six years, and Abiy is facing mounting pressures in Amhara and Oromia. Those wars are not going well for him. He might have naively thought access to sea would win over the Amharas.

i doubt Abiye can win over the Amhara with this, to many things have happend.  Abiye reaching a deal with the tigrayans , is what caused the Amhara to go mad about the whole issue, i doubt he can win them over. who knows time wil tell.also the fall out with afewerki need to be noted.

And ina biixi is facing other issues the Laascanood defeat  that he has to deal with. And the elections  the upcomming elections and also the local elections and the strategy there  . He to wants to go down in history as not the worse President of Somaliland .

And that can only come if he makes some serious progress on the recognition case for Somaliland. The Somaliland President that brings Somaliland recogntition , all his short commings wala iska ilaawaya and Muse knows his people very well. he knows this has become a national obsession so he is pressing this button, But the question is the deal worth it. Will  Something change for Somaliland. 

If Ethiopia recognise Somaliland . Is it enought to get another extension or maybe even win elections , how significant is this.   Will the Ethiopians keep their word or screw him by dragging the issue he cant have that also.. Allot of things needs to be adressed.

In 1954 when the British decided to give Hawd and reserve area to Ethiopia. Haylasase asked Saylac too. The Somali gave a porposal if he returned hawd and reserve area that he will given 10Km of water access. Haylasalase refused and said I want 100km. Thist way since 1960 35% of Somali national army was located there. Five full divisions.
