Monitoring Group investigations, involving interviews with sources possessing first-hand knowledge of piracy operations, ransom negotiations and/or payments, have confirmed that senior Puntland officials, including President Faroole and members of his Cabinet, notably the Minister of the Interior, General Abdullahi Ahmed Jama “Ilkajiir” and the Minister for Internal Security, General Abdillahi Sa’iid Samatar, have received proceeds from piracy and/or kidnapping. Ilkajiir returned to Somalia from the United States late in 2008 to contest the Puntland presidency. According to multiple independent sources, Hanaano contributed over $200,000 to Ilkajiir’s political campaign. Ilkajiir ultimately lost the election to Abdirahman Mohamed “Faroole” — who benefited from much larger pirate contributions to his political war chest — and was awarded the post of Minister of the Interior. Shortly after his appointment, Ilkajiir reportedly proposed Hanaano for the position of “Eastern Sanaag Coastguard Commander”. In August 2009, the Egyptian crew of the Mumtaz 1 and the Samara Ahmed revolted and overpowered their pirate captors, whom they subsequently handed over to the Egyptian authorities. Ilkajiir immediately spearheaded efforts by the Puntland authorities to have the pirates — all members of Hanaano’s militia — released, and in September 2009 the Government of Egypt repatriated the prisoners to Puntland. This is not an attack on the state, it's an attack on criminal activity perpetrated by these two men. If we remain silent the state will deteriorate! I have said it and believe me everyone in Puntland knows, where the centre of Piracy is! We all know Faroole benefited from it! He is now reaping what he sowed!! General Duke Posted March 16, 2010 ^^^Thankful. Firts of all I will not buy anything being sold by Walid Abdalla & the UN, we know how much they have helped the Somali people over the past 20 years. As for the piracy issue, its not important to us as it is to the trawlers and criminals who dump waste on our beautiful coast. Faroole, & ilkajiir should pay a political price, however these stories are not credible.. Also how do we save the state, by waging clan war with the like sof Dayano or Samatar? I believe we can expect Faroole and sons to come out and try and blast this report! They will complain that no one was sent here to investigate their staged prisoners in jail! They will blame previous admins and blame everyone but themselves! Regardless, this is the UN Security Council, you dont get bigger than this.
