● Background:-

Somalia’s authoritarian government collapsed in 1991. Out of the chaos that followed, the North-western region of the country, Somaliland, declared independence and became a de facto republic.

Somaliland has emerged with the attributes of a functioning state but is yet to be recognized by the international community. It is the most stable region in Somalia, as it formally remains 27 years after declaring independence.

A political order has been established that has the consent of most of Somaliland’s population and a court system that enforces rules and regulations to an extent that is not possible in the rest of Somalia.

Political processes have been developed that ensure the peaceful transfer of power. In November 2017, Somaliland held its fifth presidential election. They had been delayed for several years, because of inadequate funding, political disagreements, and drought.

Apart from the challenges that ensue from Somaliland’s evolving political system, the region’s lack of international recognition means that it is cut off from international aid, at least formally, and relies heavily on remittances. It also means that Mogadishu has an opinion about, and a say in, decisions taken by the Somaliland government.

For instance, two recent deals with the United Arab Emirates to develop the Berbera port and build a military base in Somaliland, have both been challenged by the Federal Government of Somalia in Mogadishu. Yet, both agreements have the potential to shape Somaliland’s future.

At this seminar, Dr Abdirahman Abdullahi will discuss current political affairs in Somaliland, both within Somaliland and in its relations with Mogadishu and international partners. Dr Abdirahman has served as a speaker of the Somaliland Parliament. In 2011, he launched a new political party, Waddani, which is the leading opposition party in Somaliland.

Dr. Abdirahman’s presentation will be followed by an intervention by Tobias Hagmann, Associate Professor at Roskilde University and coordinator of the programme Governing Economic Hubs and Flows in Somali East Africa.
