I don’t know the agenda and scope of this Conference, but think it would be interest of the wider region if the conference would lead to outcome that calla for and develops a roadmap for a ‘Grand Regional Peace and Reconciliation Conference’ that is a genuine, inclusive, bottom-up dialogue initiative addressing the most pressing issue that Somalia’s face today, the structural and unaddressed local grievances and disputes over resources, governance and shared ownership of commons. This conference comes also at the occasion of memorialising the Borama peace conference of 1993, that has brought exactly 30 years ago the peace in the Somaliland region, and brought about the foundations for the bottom-up state building, self governance that many have reaped from, and has been followed and emulated across the wider region

And perhaps this conference of the Awdal folks could memorialise and commonwealth that significant historic step, by starting and taking the lead for a positive trend and counter-intuitive thinking and going against the current dominant rationele of narrow, short sighted and reactive thinking and directions, by taking lead and re-initiating, reviving and renewing the proven approach to address and solve issues through a broad inclusive, bottom-up dialogue and reconciliation to resolve in the context of todays issues and disputes in governance, political deadlocks and local clan conflicts over resources, governance and inclusive ownership. And that way cementing, updating and strengthening what is left of the Somali Social Contract. 

The Awdal Clan has played a historic important and commendable role in the peace, state building and self governance of many Somali’s, and could do so again in taking lead for this role. And perhaps this could have different trajectories; a) a regional trajectory, and b) an intra and cross regional trajectory. 

Secondly, think it would also make sense to concretise the agenda and long wishes aims of the Awdal community to take forward the economic development through developing a roadmap, Regional Development Board and Taskforce of Technical Experts to develop the Zeila-Borama-Ethiopia Corridor Business Case and Investment strategy for the Port, Road and Infrastructure development. And furthermore develop a wider Regional Economic strategy by proposing comprehensive action plans to develop a number of key sectors for the region (mining&natural resources, cross border trade with Yemen/Djibouti/Ethiopia, Agriculture and Tourism). 

Just some intuitive thoughts on the upcoming Awdal Conference.

It could be great if a quarter of what you suggested were implemented. As you said not only grievances and resource dispute, but also the governing system must be overhauled. So far Somaliland is unable to produce leaders with great visions of development. Everything is revolved around Berbera and Hargeisa while dispatching illiterates governors to oversee the elders and locals. 

As we witnessed today, they even discarded the check and balances and moved to open  clan system. Any way, I don't have time to debate  today.

Che, friends and others,

I am here in Ottawa, the capital of Canada since Thursday.

Tonight we concluded two days of consultation, round table discussions and information sharing. The first day was mostly listening members of parliament from Mogadishu including some senators. There was  also a heavy dose of preserving Awdal cultural traditions, history and folklore including Zaylici, Balwo, Wilwile and other oral traditions. Xildhibaan and Sheikh Mohamed H. Hadi who collected thousands of Somali books and owns Somali resource center in Ottawa who has collected for years thousands of books, old cassettes and oral  literature spoke in length about early traditions of Zaylac and its impacts in Awdal.

Guys,  this isn't about as our friend Che says, " My village is better than yours" but  have patience and stay tuned for my vintage.

Also former minister of finance Dr. Elmi Nuur spoke about the future of the federal system, who regions could be aligned in the coming system were early debates are still out of the public eye. He spoke how the Somaliland regions could be divided in two or three states. I will publish later the whole interview I conducted with him including the war against Al-shbaab and the health of president Hassan Sheikh Mohamuud. Despite the rumors, he said HSM is the not only health, but he is an able man who works 16 hours or more to oversee every sector of his government. He explained how the instability and terror could be moving from south central Somali to the northern regions

Our great Ugaas C/rashiid Ugaas Rooble was there to open the Shir and he blessed after its conclusion.

Rather than have the food prepared by hotels or catering services, we have our women cook the best Somali food you could find in any Somali region. We had Zaylici Surbiyan baked rise for lunch and Haricout and Kimis (Canjeero) for breakfast . " Ah Gobsanaa Hablahaygu"

At end of the Shir we gave our ladies a silver cup for their support. My God the carpets we preformed prayers were smelling with " Udug iyo uunsi"and  before the trophy was handed to the ladies, we showed the poem Bashiir Gooth made 40 years ago called " Inanta (Gabadha)  Boorame.

Listen from the 3rd minute to 6th. the rest is something else.

The second day was mostly facts and figures prepared by economists showing the taxes collected from the Awdal region to the tune of $80 million a years. On that huge amount of money only $150,000 is spent in Awdal. Among the $300 million foreign aid given to Somaliland less than 1% had reached Awdal. Imagine a region with no ports or roads is producing $80 million a year. What would happen if we lift the clan blockades , build ports and roads.

WE had listened how the border from Awdal to Ethiopia is closed since 1994. The SNM claimed that Al-Ithihaad movement is crossing from Borama and these region must be closed. After Islamic groups disappeared late nineties they didn't stop there. They said ONLF fighters had used Lughaya and fighters from Eritrea had crossed from Awdal to Ethiopia, so the border region was shut down good by the TPLF. The ruling clan doesn't want anything to cross from Awdal while having over 250 KM of border with the Somali region.

Furthermore, minerals, precious stones and others were looted by foreign companies and other given licenses with zero accountability. Individuals from Mogadishu, India, Burco, and many other places were given licenses to loot the land. You have a Chinese man building a villa near the mining area protected by locals after giving them $80 dollars a month. Sands for construction is collected from Lughaya and Zaylac while the money is pocketed by Biixi family connected oligarchs. More than 28 licenses were given outsiders to mine while chemicals and acid left behind is killing the livestock. 

Somaliland system of government, economy and everything it stands were in trail, and speakers found the current system guilty of dysfunction, nepotism, economic isolation, blockade and  clannish that could not be tolerated anymore. Other than the $150,000 a year they spend on salaries for the few bureaucrats, there are no government or foreign funded projects. 

The current crop of leaders were the same Calan Cas who forced C/rahman Tuur and his deputy to declare secession at gun point  without thinking consequences.

After long deliberations the delegates had voted:

1- a charter that stipulated for Awdal to be a sovereign region that is free for its political, economy and culture  ( Maamul u madax banaan siyaasadiisa, dhaqaalihiisa iyo dhaqankiisa). 

2-The leadership were tasked to achieve these goal by any means necessary.

3-The next Shir should move to the region and bring the locals to the movement

4- The organization shall be called Awdal State Movement (Dhaqdhaqaaqa Maamulka Awdal).

At the end a leadership for ASM was elected comprised of :

A Chairman of the central committee which will be a minimum of 50 and his deputy.

Hogaamiyaha golaha fulinta not a president like before.

Two Deputy hogaamiye ku xigeeno and a secretary were elected by proclamation.

The biggest surprise to many people will be the   strongly worded communique that was released in Somali, English and French ( French was the preferred language of our community which is dominants in the bi-lingual capital of Canada).

It should be released within the next hour. Among the highlights were:
