Sanaag and Maakhir people are the winners.

They fully boycotted the Somaliland election two years ago with almost zero members, and today they 100% participated the Puntland election. No one can dispute where they belong. There is nothing more democratic than the people deciding their future by vote without fear. 

Of the original five districts of Sanaag, only Ceel Af Weyn did not vote.
