Siad Barre focused on building Xamar and Hargeysa during his reign; Hargeysa was the second capital and towns like Berbera had a Russian built port and government buildings, If people in Puntland wanted to, they could have over thrown this admin a long time ago. They know that there was little emphasis by Siad regime to build Puntland, compared to Xamar and Hargeysa; if you go to Puntland you'll see very few buildings built by Siad's regime, which is the complete opposite of Hargeysa. Under this current admin a costly and time-consuming Airport and runway is being built with it's own funds (Hargeysa had both built by Siad), the port is being renovated with an official building (Siad built this for them as well).
