You got that flat wrong. Djibouti's administration is secular; it can never support an Islamist movement. With a US base and CIA/FBI intelligence and surveillance of Djibouti, do you think Djibouti's administration could support a movement whose ideology clashes with its own?

^^^I beg your pardon, however no desperation from our side saxib, the clan courts are gone and the obsticle remaining is the arms they gave back to the clan warlords and thugs. The biggest obsticle is reconstruction and setting up the admin and kick starting the economy.
