Create a leaner cabinet, smaller government and civil service as well as complete security and diplomatic appointments, US, Canada, UK and European nations should be next. 3. Create the Federal states, southern regions as well as central. 4. More dialogue with local clans and empower them. 5. Prepare for the end of transition 2009.
