I think the United States weighed the interests it has with Ethiopia vs Egypt and concluded to take this position.

Somalia’s neighbors have legitimate national interests that are best protected by the successful establishment of a stable and effective central government in Somalia; however, any external force should exclude troops from those countries. To include troops from neighboring countries at this time could pose an insurmountable obstacle to the Transitional Federal Government’s ability to gain the support and trust of the Somali people due to the perception within Somalia that some neighboring countries may be biased towards one or more elements of the Transitional Federal Government.

 

We urge all Somalis involved in the creation of a new Somali government to focus on the needs of the Somali people while respecting the peace, governance and security that exists in areas not currently participating in the reconciliation process. My comments on these threads are usually derived from contemplation of the reality on the ground without admixture of any personal prejudices. On the issue of FT, I confess that I am not at all of the opinion of a quick fix by Ethiopia/IGAD as far as the present condition in the Horn is concerned. However, I am delighted the “Amxaaro†talk has helped expose the crude alarmist tactics some warlords have always practiced as a way of continuing mayhem. Seldom had the issue of “fawdo†in the South been flung so passionately into the face of a genuine political discourse. Many do realize that having normalcy, with which the rule of law is upheld, is essential for the survival of this nation. Implementing changes, or how, is a whole different issue many don’t find to be on the same spectrum.

 

As for the State Department vs. Pentagon/White House, Somalia is “not that important†so far as official US policy is concerned, for if it was, the Pentagon and the White House would be hell bent on pushing for “a meaningful line of policy†as you articulated. And rightly: for it is the white house and co. which ultimately carry out any policy, not the Doves at State Department. Perhaps there was, in the dim past, a more urgent policy towards the Horn, but Somalia has relatively fallen back into the shadows of such hot spots as Iraq and the likes. Not that there is not a “watchful eye†on a nation so frail in physique and the rule of law; that would be a let down on the “war on terror†as Bush would say it with a smile, however the old talk of an imminent threat by “Alqeida terrorist†in Somalia is just worm-eaten with difficulties.

Precisely why the United States is not currently inclined to see and hear Horn of Africa news through the "eyes and ears" of Ethiopia! Somalia, generally, is a third-rate country in importance to the American government. However, contained in every press release of every department (especially the two most important of Defense and State) is the official policy of the United States toward any one nation. In this case, the official policy of the United States toward Somalia's would be peace-keepers.

 

Ethiopia is forced to heed the subtle message contained in the press release, because Ethiopia, like all other third-world countries, will most doubtedly believe that certain consequence will arise if they do not. Ethiopia is also keen on getting American support for the current Nile tensions between her and Egypt. Ethiopia understands that Egypt is one of America's biggest client states in Africa/Middle East, and in a sense want to be the "best they can be" to not ward off any more American support then they could afford.

 

Mark my words, you will not be hearing of any more news headlines alleging Ethiopia's "offer" of foreign troops is on the table. However minuscule this press release might have been to us in the western world, it is more then enough on the front lines

 

 

To think that any of us would have the audacity to willingly support any Ethiopian soldiers for whatever reason to legitimately enter Somalia! Taasu baa ciil iga keenta :mad:
