"The United States and the European Union welcome Somali efforts to conclude an agreement on the relocation of the Somali Transitional Federal Institutions to Somalia, including the efforts of the Somali parties to facilitate demilitarization in Mogadishu, which should be incorporated into a national plan as soon as possible.

 

"The Somali reconciliation process is at a critical stage. There is an urgent need for a viable agreement on relocation and security endorsed by the Transitional Federal Institutions. In order for this process to succeed, the Somali people, through the Transitional Federal Institutions, must make their own decisions regarding how best to relocate to Somalia and begin the gradual process of establishing governance.

 

"The European Union and United States urge all Somali parties to continue their efforts towards reconciliation and dialogue and quickly come to an agreement that will facilitate the relocation of the Transitional Federal Institutions to Somalia.

 

"The European Union and the United States also welcome the visit of Prime Minister Ali Mohamed Ghedi to Mogadishu. This visit represents a positive step forward in the reconciliation process. We deeply regret, however, the incident of May 3rd at Mogadishu Stadium during the Prime Minister’s visit and we extend our condolences to the families and relatives of the victims."

MR. BOUCHER: Good afternoon, ladies and gentlemen. If I can, I'll talk about a couple of things. It's a tough one. We've put out a statement with the European Union together on Somalia and support for a process underway there that Somalis are undertaking...

 

QUESTION: Can you anything more about the genesis of the statement on Somalia that you put out today? Is there -- is there a working group between the U.S. and EU?

 

MR. BOUCHER: We have been in close consultations with the European Union in order to support the Transitional Federal Government of Somalia. We strongly support the establishment of a functioning central government in Somalia. It's time to bring Somali people out of a very long period of civil conflict and address the international community's concerns regarding terrorism.

 

So we have worked together with them, consulting frequently with the Europeans. I don't know if you know, but the United States is the largest bilateral donor to Somalia -- $30 million in the last year -- and that goes to provide assistance to Somalis, but not any direct assistance to the Transitional Federal Government.

 

So we work closely with the Europeans. I think we're all looking at the same goals that -- to reestablish effective government for Somalis so that they can live in peace and prosper. And we'll work -- to continue to work together with them in that regard.

 

QUESTION: Obviously, you know, the draft of the statement is encouraging the transitional government to set up in Somalia. Would the United States and EU be willing to support this financially?

 

MR. BOUCHER: As I said, we are indeed trying to help Somalis. You'll have to ask the European Union about whether -- to what extent they're willing to support the government itself. But I think as we said, the installation of government in Somalia, as you see in the statement, is really a matter for the Somalis to decide how to go about that and to decide how to do that with the support of different people inside Somalia and in the best possible manner so that the government is established effectively and accepted in Somalia.

US supports establishment of Somali transitional govt

 

WASHINGTON, May 11 (Xinhuanet) -- The United States on Wednesday offered its support to the transitional federal government of Somalia, saying "it's time to bring the Somali people out of a very long period of civil conflict."

 

Announcing a joint statem ent with the European Union, the StateDepartment spokesman Richard Boucher said the US "strongly supportthe establishment of a functioning central government in Somalia."

 

The United States is joining hands with the EU "to reestablish effective government for Somalis, so that they can live in peace and prosper. And we'll continue to work together with them in thatregard," Boucher said.

 

The United States is the largest bilateral donor to Somalia -- 30 million dollars in the last year, according to Boucher.

 

Boucher made the remarks after Somalia's parliament in exile approved on Wednesday the deployment of Ugandan and Sudanese peacekeepers to the troubled Horn of Africa nation, and also authorized the government's relocation plans.

 

Somalia has been without a functioning government since 1991, when the administration of Mohamed Siad Barre was toppled. The newtransitional government was formed in Kenya last year, but has so far been unable to move back to Somalia because of security considerations. Enditem
