There are two sub clans fighting over grazing land like most nomadic Somali clans do and you are trying to take advantage of that to say you closed borders? Shameful.

We are there somaliland is present in all its land the border as of now is closed and there are no pirates to be see any where

It is not the clans that is the issue. It is the fact that Garowe wants to move some villages which are part of Boocame district and move it under Garowe control. That is the issue.

Under Siyad Barre's regime, a whole junk of South Sool was given to Nugal Region. 

Somaliland border runs along the red line, which is about 7km outside of Garowe.

The Somaliland Army acts as guarantor of the political agreements between local clans and Somaliland Administration. Without this guarantor, these agreement would not have become reality. The army is there to enforce the agreement and to protect it.
