Puntland want SSC Khatumo to establish itself as strong state that can stand on its own feet. The problem is due to past experiences Reer Puntland don't trust Khatumo leaders as they suspect if they let them go they might join seccessionists like Xaglatoosiye, Ali Khalif Galaydh and others. At the moment the policy is see and watch, hence not completely against the PM's visit. So puntland officially start not claiming eastern sool as part of puntland and want. It to be a separate entity does deni agree with this . So why is there a vp form the Garaad clan in garowe . This is what I think puntland is playing both games. They claim sool  and have a vp from laascanood . And at the same time claim they support the statehood of khatumo . When in reality they don’t really.  Yeah sure a visit of hamza in laascanood would be seen as an agression from the bunker towards Somaliland . But don’t downplay it either remember puntland cut ties with Mogadishu don’t they consider what’s happening in sool their sea so you are willing to allow hamza to visit laascanood just because  you want to stick to to Somaliland .
