galbeedi Posted June 12, 2022   Sunday June 12, 2022 Mogadishu (HOL) - The Speaker of the Somali Parliament, Sheikh Adan Mohamed Nur (Adan Madobe), has strongly condemned the attendance of fewer than 70 lawmakers in Sunday's session.  The Speaker of Parliament said there would be an immediate change in how Parliament works while blasting "lazy" MPs who would rather "sleep at home than fulfill their national duty." Speaker Aden Madobe said Parliament would finalize the rules of procedure tomorrow, adding that lawmakers must attend parliamentary sessions. Lawmakers were supposed to gather in Parliament to have the first reading of Somalia's 2022 Federal Budget. ‎It is the second time Parliament has not fulfilled its constitutional obligations in two weeks due to a lack of quorum. On June 2, a mere 70 MPs showed up to work at Villa Hargeisa. That meeting was postponed to Sunday, which was ultimately cancelled again. Somalia requires at least two-thirds of its members - or 184 MPS - to be present before Parliament can take legislative action. Somalia's Lower House of Parliament last convened on May 15 to elect the nation's president after a protracted electoral process. High MP absenteeism has been a problem for Somalia's federal Parliament. Between 2012 and 2016, the worst offenders attended only 20% of parliamentary sessions on average. Duufaan Posted June 12, 2022 You see changes are happening already. This is Dani  designed parliament and very much a copy of regional parliaments you have to pay them to show up. The security issue is also getting worst already. The SNA clan mellisia are already in the streets and police are leaving their posts. The last  five year moqdisho population increased between 30% and 50%. It has become the best city to go  to for medical treatment. Even wealth Boosaaso started to settle in. Can that happen without security improvements. GorGor has done good job in Shabeelada Hoose as well gained control of 7 bridges. They are degraded enough so they no longer capable storming bases. For this year they stormed  one base even the long election year.  Hassan created SNA clan based mellesia last time. Initial they liberated many districts with AMIZON forces. But the last two years of his first term Alshabaab stormed 60 bases of Amison and recapture most districts in south. The SNA clan mellisia that Hassan created were no march against Alshabaab. That is why Farmaajo prioritized GorGor and Danab commando and local police.  That is the way to go forward but Hassan likes his SNA clan base mellisia who fights each other most of time get informed people. Duufaan is correct, Al-shabaab tried to storm last year a Gorgor base in Aw deegle while the army was asleep 3 in the morning and were repulsed and defeated with 75 Al-shabaab casualty. Between 2012-2015 they have not only captured , but also overrun many Amisom bases and took all the weapons . The problem is that except the mafia, Mogadishu residents probably believes Fahad Yaasiin and they are scared . Everyone should be scared in moqdisho and that is the aim of the mafia. They felt losing ground and have to regain control again. The mistake is they forget the time has changed and moqdisho has changed. Xalana people are also scared.
