Remember we are not talking about North Korea but a free society where citizens are not forced to register. Of the roughly four million inhabitants, a very large section is surely under the age of 15 who wouldn't be eligible to register for voting. Another sizeable section of the society would also not bother to stand in the awfully long queues under the blazing sun.
