Somalia to descend into Chaos by December 2020.

The federal member states holding out are Puntland and Jubbaland. Both have well functioning military personal and both can assert control over their state borders. Mogadishu cannot enforce the rule of law in Somalia so the member states with the best security will assume this role. How can the president of country be weaker than the regional governors? This could trigger a new civil war with the other HG member states especially Qoor Qoor's Galmudug state which borders Puntland. Should Puntland find itself fighting in Galkayo would Somaliland move in on Sanaag cya and other Harti areas and remove the presence of Puntland forces?

one man one vote is to be held in January 2021? I don't think so. Somalia must descend into anarchy once again.

No. The reality is simple. Somalia cannot have elections if the member state governors are stronger than the president. What if Puntland decides it will not accept the elections? or Jubbaland demands SFG troops leave Gedo? Currently the HAG are not happy with the current security problems in Mogadishu. Amisom cannot defeat the terrorist and Somalia will not hold free and fair elections.

Somalia is already in civil war  islamist vs the so called paper govt. There can't be any elections because half of the land is in the hands of alshabaab.

We differ only in how Somalia should move forward, not if Somalia should move forward. Cumar Finnish personally welcoming Deni and Madoobe at the airport exemplifies the idea that we Somalis will continue the dialogue despite how intense our differences are.
