Both have well functioning military personal and both can assert control over their state borders. Mogadishu cannot enforce the rule of law in Somalia so the member states with the best security will assume this role. How can the president of country be weaker than the regional governors? This could trigger a new civil war with the other HG member states especially Qoor Qoor's Galmudug state which borders Puntland. Should Puntland find itself fighting in Galkayo would Somaliland move in on Sanaag cya and other Harti areas and remove the presence of Puntland forces? one man one vote is to be held in January 2021?
