Garowe (PP News Desk) — Puntland State Government has issued a communique detailing its decision not to attend Dhuusamareeb Summit unless certain conditions are met.

Puntland views the appointment of the Acting Prime Minister in violation of the Draft Constitution, and accuses President Mohammed Abdullahi Mohammed of violating articles in the draft constitution that empower Federal Member States to reach nationally binding political decisions alongside the legislatures.

Puntland demanded a role for the International Community to participate in the Summit as guarantor. “While Puntland welcomes the the Summit it has to be ensured beforehand that political settlement will be attained” reads the communique.

In 2016 the former SRSG Micheal Keating, Ambassador Francisco Madeira, the Head of the African Union Mission for Somalia (AMISOM), Mohamed Abdi Afey, the former IGAD Representative for Somalia, and Michele Cervone d’Urso, the former EU Ambassador to Somalia acted as witnesses for the 2016 electoral agreement signed by Puntland State and the Federal Government of Somalia. Tedros Adhanom Ghebreyesus, the former Foreign Minister of Ethiopia, signed the Agreement as the guarantor that 4.5 powersharing system will not be used after 2017 elections.

President Said A. Deni went on the record for warning againt failure of Dhuusamareeb III Summit aimed at forming a consensus on 2021 elections for Somalia.

Puntland urged President of Somalia to appoint a Prime Minister who will be involved in talks with Federal Member States.
