Aden Duale Kicked Out As Majority Leader

ADEN Duale has been kicked out as Majority Leader of the National Assembly.

The changes were made during a Jubilee Coalition Parliamentary Group meeting chaired by President Uhuru Kenyatta.

The new Majority Leader is Kipipiri Member of Parliament Amos Kimunya.

Aden Keynan is the new Coalition Secretary.

The changes were read out by Jubilee Majority Whip Emmanuel Wangwe, as soon as President Kenyatta walked in. His Deputy William Ruto was also present, but 5 MPs loyal to him were missing.

State House said the meeting was attended by 174 Members of Parliament.

The meeting lasted about 30 minutes, with no speeches or questions.

Duale’s ouster followed a petition from more than 130 MPs who accused him sabotaging the Jubilee agenda.

On Sunday, Jubilee Party Vice Chairman David Murathe warned members of dire consequences if they fail to attend the meeting.

“Missing the PG meeting should not come to anyone’s mind. Disciplinary actions is crystal clear in Jubilee Party Act to those who are deviating from fundamental requirements of the party,” Murathe said in a message on his Facebook page.

Members who missed a previous PG at State House, mainly nominated Senators, faced disciplinary action.

“In recent days we have witnessed a lot of disloyalty, insubordination, impunity, disobedience and direct insults to our party leader. That must come to an end,” he said.

Murathe fired the warning even as some of the MPs loyal to Deputy President William Ruto, like Nakuru’s Kimani Ngunjiri, said they will stay away.

For others like Kapseret Member of Parliament Oscar Sudi, he has no time to attend a meeting “where we will be insulted.”

Last week, 16 MPs were de-whipped over divided loyalty.

Bear in mind, @HonAdenDuale’s loss of the majority seat is the turning point of a bruising internal power struggle between the upper echelons of Kenya’s political class. Has nothing to do with his views on Somali Affairs.

If anything, the Garissa Son, a proud nomad, ruffled feathers with many Kenyan Politicians that believed, and still believe, a Somali could only be seen but not heard!

Blame him for his cockiness or his free-spirited no-nonsense talk and demeanor but he is, by far and in all accounts, capable and succeeded to create an over-sized political clout for the Somalis in Kenya.

I rather hear him again, than the unprincipled do-nothing up-for-sale keyboard warriors that will, in a heartbeat, sail with any favorable wind.

These destructive peoples hatred isnt just towards one man, but the entire clan he hails from, they have a deep unfounded hatred for us in spite of all the sacrifices we have made for them. They actually think the ouster of Duaacle is of benefit to them.

We should not have welcomed them in Garissa or anywhere near it, they should have been kicked out to Mandera after they destroyed their own country and fled to us. They are incredibly an ungrateful bunch. I hope his ouster is a karma for them. They destroyed Somalia due to qabiil, sold Somalias sea, still cant find a solution for the problems they created  yet have the time to celebrate a man who has done more for them than his own tol. Acudubilah, they are a cancer the world hates.

Love him or hate him, Duale is a useful ally to have in your corner

After 13 years in elective politics, Garissa Township MP Aden Barre Duale has become one of the most influential politicians in the former North Eastern Province, on the national stage and within the Horn of Africa region.

With sway within Muslim circles and pastoralist tribes especially in NEP, Upper Eastern and Tana North, whose interests he has championed, Mr Duale has equaled or surpassed the influence his father-in-law Gen (rtd) Mahmoud Mohamed and his brother Hussein Maalim Mohamed wielded in the Moi regime.

His stature within Kenya’s politics and growing support base outside his home region has made Mr Duale a much-sought-after ally and politician of national stature, said Mombasa-based political observer Abdulkarim Mumin.

“Many people want him to retain his seat even though some say that if he loses it, any other Kenyan outside North Eastern should occupy it because it is not hereditary to the region,” Mr Nurdin Elmoge, a journalist and Wajir-based political analyst, said.

The journalist notes that the MP’s support for religious causes has cultivated support among the clergy.

Critics dismiss him as a symbol of powerful clan/business interests in his native Garissa county, but also admit, according to Nairobi-based analyst Hussein Issa, that through his own political cunning, Mr Duale has come out of the shadow of his initial mentors and benefactors to “create his own persona and represent the collective aspirations of Kenya’s Somali so much that the manner in which he’s removed from his current seat could determine the future of the détente between the long marginalised tribe and the Kenyan state.”

Mr Issa believes Mr Duale is in the “fight of his political life and requires all shades of pastoralist, Muslim and Somali opinion to his side”, adding that apart from resentment furled by his close ties to DP William Ruto, a tiny faction within Jubilee is exploiting the current crisis to “cut to size a rising star from North Eastern to solve old scores.”

Mr Issa adds that like all important politicians, Mr Duale has made mistakes and fuelled resentment against himself through bellicose attacks on critics by using language that often made him appear arrogant and overbearing.

“If he survives the purge in Jubilee, he will be a very different politician. The fact that Yusuf Haji is intervening for him shows he is not yet out of the woods yet.”

The political analyst suggested that President Kenyatta “appears reluctant to remove Mr Duale out of recognition of his capabilities and respect for Senator Haji and the retired general who appear to be leading the lobbying for Duale, but some in the Uhuru’s camp are trying to persuade him that retaining him will amount to allowing a person with split loyalty in his government.”

Critics and admirers describe Mr Duale as an industrious man, an effective and calculating political tactician and pugilist that any politician would love to have in his corner. Under a united Jubilee, he was its most dependable enforcer who frustrated opposition propaganda and plots.

“It’s an honour for me to have occupied this office for seven years as the first Leader of Majority under the 2010 Constitution,” he told the Nation yesterday.

Within the Horn of Africa, Mr Duale is a leading architect of Kenya’s foreign policy on Somalia. He has backed Jubbaland leader Mohamed Islam Madobe’s and Kenya’s claims to the territorial sea also claimed by Somalia. Mr Duale echoes the best interests of the Kenyan state, against the wishes of Somalia’s President Mohamed Farmajo and his Kenyan acolytes.

Mr Duale has not always been the traditional sycophant singing regime praises. In 2015, his appeal among the Somali people soared after he publicly, rebuked the Jubilee regime for forcing many, mostly ethnic Somalis into “concentration camps” at Kasarani Stadium.

At that time, the state had launched a so called Usalama Watch, to weed out illegal residents in the wake of several terrorist attacks in Kenya blamed on Somalia-based Al-Shabaab.

Until late yesterday, it was not clear who will replace Mr Duale should President Kenyatta make the final call for his removal.

Among those in the race are MPs Amos Kimunya (Kipipiri), Kanini Kega (Kieni) and Adan Keynan (Eldas).

Duale's exit leaves huge gap in Somali politics

Duale has been the community’s most high-ranking political leader in the national government and his exit, analysts say, has left a massive gap.

Observers say Duale might cross over and team up with the Building Bridges Initiative crusaders.

The departure of Garissa Township MP Aden Duale as National Assembly Majority leader is a staggering blow to the Somali community’s influence in national politics.

And it hasn't helped Deputy President William Ruto.

Duale has been the community’s highest ranking leader in national government and his purge, analysts say, has left a massive gap.

Because of his clout and political persona, Duale is the patron of the Northern Kenya leaders forum and the chairman of the Northeastern Parliamentary Group.

With the clamour to amend the Constitution likely to dominate the country's political agenda in the next few weeks, it will be interesting to watch which direction Duale the heavyweight will take.

Though he was sacked for being a powerful ally of DP Ruto, his talents and efficiency in pushing the government's agenda are well known. Though known for his acerbic tongue, he delivered a gracious departure speech and he's far from out of the picture.

Duale previously maintained he will support a referendum to introduce a parliamentary system of government to end what he described as “post-presidential election chaos".

Observers say it's likely Duale will cross over and team up with the Building Bridges Initiative crusaders to push for a referendum to amend the Constitution.

This means he might emerge as vocal proponent of the BBI but still push for the interests of Northern Kenya and minority communities.

Should he assume a higher profile in the push for constitutional review, then Duale would remain a force to reckon with as the 2022  dynamics unfold.

Former Mandera Senator Billow Kerrow was the first to describe the political vacuum and dismay in the Somali community after Duale’s purge.

“Duale's removal wasn't unexpected but it was cowardly,” Kerrow said, calling his sacking inhumane and unappreciative of the Somali community’s support.

“He deserved better, not brute ingratitude. The bigger picture is a painful loss for Muslims and the Somalis as he was the highest ranking in government,” Kerrow said.

Duale has been DP Ruto’s most ardent foot soldier, with a venomous tongue that kept some of the DP’s adversaries at bay,  earning himself the title of Sycophant Number One.

The three-time MP, who was first elected as Dujis MP in 2007 on the ODM ticket, commands massive clout among the Somali community.

At the same time, the Garissa Township MP also chairs the Pastoralists Parliamentary Group Association, stretching his influence to at least seven counties.

He is expected to firm up his grip on the expansive pastoralist region as he positions himself ahead of the 2022 polls.

President Uhuru Kenyatta sent the vocal lawmaker to the  guillotine on Monday during a Jubilee Parliamentary Group Meeting.

The move could reduce but not eliminate his political influence across the Northeastern region. It could  complicate Ruto’s bid to consolidate the region.

Duale, accused by critics of being being a Jubilee sycophant, enabled the party to turn the tables against former Prime Minister Raila Odinga who until 2007 had a firm grip on the region.

Political analyst and USIU professor of History and International Relations Macharia Munene reckoned that Duale’s personality is unmatched among his peers from the Somali community.

“Duale is gifted and unique, he is a politician who was destined for greater things,” he said, calling his removal a blow to both the community and to Ruto.

“While Kenyans will miss his personality, his exit is a major setback to the political movement that he supports,” Munene said.

Observers argue Duale’s controversial politics and his fearless approach in the defence of  Somali and Muslim communities’ rights cemented his position as their virtual spokesman.

His rise to the political high table had given the Somali people a special place in the national government in the last seven years.

Indicative of his role in Somali politics, he rallied the Northeastern region behind the United Republican Party ahead of the 2013 General Election.

Following a bitter falling out with Raila, Duale joined forces with Ruto who was then the Eldoret North MP, to form URP.

Duale had just been sacked as assistant minister for Livestock in the coalition government. Ruto too was dismissed.

URP later went ahead to form the government after the general election following a political pact with President Uhuru’s TNA party.

After dumping Raila, Duale became a key URP lieutenant in Northern Kenya and turned the tables on ODM.

During the 2013 polls, Ruto's URP swept most of the parliamentary seats in the entire pastoralist region, gains largely attributed to Duale's efforts.

He was then rewarded with the position of Leader of the Majority in the National Assembly, an influential position that dramatically elevated his national profile.

The bullish lawmaker now may find it useful to watch his caustic tongue and reconsider his acerbic attacks on rival politicians as he maps out his own path ahead of 2022.

Former lawmaker Abdikadir Aden, told the Star that Duale’s exit was not just a blow to the Somali community but also a set back to the pastoralist nation’s push for a space in national politics.

“Duale had earned himself a place in national politics because of his hard work and fearless support for Jubilee. His ouster at a time when there is a push to amend the Constitution gives us some fears,” the lawmaker said.

He said, however, that leaders from the region would speak in one voice on what they want in the constitution to address marginalisation and historic injustices.

“We are clear as the leadership from this region, we will agree and take a common position on BBI so it is beneficial to our people,” he noted.

Some senior political leaders from Northeastern in Parliament include Garissa Senator Yusuf Haji, who is the chairperson of the BBI task force, which is working on national reforms.

National Assembly Minority Whip and Suna East MP Junet Mohamed has roots in the region, despite having been elected in Migori county.

Others are Eldas MP Aden Keynan and Kamkunji MP Yusuf Hassan.

Keynan was named Jubilee coalition joint secretary to appease the Northeastern region.

Haji had recently led a team of elders and MPs from the region in appealing to the President to spare Duale, saying his position was given as reward for their support for Jubilee in the last two elections.

Former National Assembly Deputy Speaker Farah Maalim, a critic of Duale, termed the years his rival served as Majority leader a "waste.”

“The National Assembly will redeem its lost glory. In eight short years Parliament lost its glory. Redeem its glory now,” Maalim said as he mocked Duale’s tenure.
